  • Ensure the preparation of the necessary reporting documents on activities in general, as well as departments in particular.
  • Ensure the formation of initial data for inclusion in the expenditure budget and investment expenditure plan of the enterprise in agreement with the technical director.
  • Ensure the preparation, coordination and approval of orders for new projects.
  • Ensure the formation of requests for cost estimates in agreement with the technical director, monitor the progress of the formation of cost estimates at all stages.
  • Manage groups of technical specialists in the implementation of new projects, development of measures to reduce labor intensity, implementation of complex automation and mechanization of technological processes, and improvement of the quality of products. Prepare or organize the preparation of necessary documents - minutes of meetings of working groups, progress reports, specialized documents resulting from the activities of working groups.
  • Organize work to consistently implement cost reduction.
  • Provide general management of the technical documentation bureau (BTD), organize the work of the BTD in accordance with the requirements of regulatory documentation.
  • Ensure the organization of accounting, updating and timely preparation of technical documentation for the production of products in accordance with the standards for distribution and applications. Ensure the seizure of canceled documentation.
  • Acquire external regulatory documents (standards, technical specifications, etc.) upon request, draw up agreements with documentation suppliers.
  • Organize the purchase of technical literature, subscription to periodicals at the enterprise, draw up agreements with subscription service providers.
  • Organize and implement electronic document management systems in BTC as part of the plant-wide system.
  • Ensure that necessary documentation is received electronically, distributed throughout the enterprise, and copies are made on paper in accordance with distribution standards.
  • Ensure monitoring of the correct performance of work on recording and circulation of normative and technical documentation of scientific and technical documentation by BTC employees.
  • If necessary, organize audits of enterprise divisions that receive recorded documentation to ensure that they comply with the provisions of QMS standards regarding accounting, changes and circulation of technical documentation.
  • Manage a secret security unit.
  • Follow orders from your immediate supervisor.
  • Know and ensure the implementation of enterprise quality goals.
  • Ensure compliance with the rules and regulations of labor protection, fire safety, corporate ethics, internal labor regulations, as well as monitoring the implementation of the above standards and rules in departments.
  • Replace the technical director during his absence (vacation, temporary disability, business trip, etc.)

Rights

The Deputy Technical Director has the right:

  • At the direction of the technical director, act on behalf of the technical services of the enterprise, represent the interests of the enterprise in relations with other structural divisions of the enterprise, organizations and government bodies.
  • Request and receive the necessary information from the structural divisions of the enterprise and specialists.
  • At the direction of the technical director, check the activities of the structural divisions of the enterprise in the field of technical preparation of production.
  • Participate in the preparation of draft orders, instructions, directions, as well as estimates, contracts and other documents related to production and technical activities.
  • Interact with the heads of all structural divisions on issues of their competence.
  • Sign and endorse documents within your competence; issue, with his signature, orders for the enterprise on issues of production activities.
  • Independently conduct correspondence with structural divisions of the enterprise, as well as other organizations on issues within its competence.
  • Make proposals to the technical director on bringing officials to material and disciplinary liability based on the results of inspections.
  • Make proposals to the technical director on bonuses for employees for high production and technical achievements.
  • Submit proposals for improving work within the framework of these instructions for consideration by the technical director.

Responsibility

The Deputy Technical Director is responsible for:

  • For improper performance or failure to fulfill one’s job duties as provided for in this job description - within the limits established by the current labor legislation of the Russian Federation.
  • For offenses committed in the course of their activities - within the limits established by the current administrative, criminal and civil legislation of the Russian Federation.
  • For causing material damage to the enterprise - within the limits established by the current labor legislation of the Russian Federation.
  • For compliance with safety requirements, industrial sanitation and internal labor regulations.
  • For organizing its activities in accordance with the rules and procedures regulated in the Quality Manual, Enterprise Standards and other Quality System documents related to its field of activity.

Qualification requirements and required level of knowledge

A person with a higher professional education and work experience in engineering, technical and management positions of at least 5 years is appointed to the position of deputy technical director.

The Deputy Technical Director must know:

  • The Deputy Technical Director must be able to work on a personal computer in user mode in Microsoft Office, Solid Works or similar programs.
