The deadline is approaching when you need to send it to the local Rosstat form 1-T (prof). Let's look at who should do this and how to fill out this form. Moreover, in 2016 it was adopted in a new version.

New form 1-T (prof) 2016

In July, Rosstat order No. 325 approved a new version forms 1-T (prof) statistics. Officials need it in order to understand:

  • how many people work for certain companies;
  • which specialists are currently most in demand (and vice versa), which ones are in short supply.

Based on submitted forms 1-T (prof) statistics Rosstat will select companies with a staff of five or more people (and separately their “singles”) that it will study. Only small businesses will not enter into circulation. It is already known that approximately 68,000 enterprises will be targeted by Rostat.

If the enterprise has separate divisions, form 1-T (prof) must be filled out for each of them and the organization as a whole without them.

Current statistical form 1-T (prof) looks like that:

Deadlines for forms 1-T (prof) the following is established: information must be reflected as of October 31, 2016, and submitted accordingly - from November 1 to November 28, 2016 inclusive. This will be Monday (deadline date).

Who submits form 1-T (professional)

This report on form 1-T (prof) affects almost all organizations, except:

  1. small business;
  2. companies involved in finance;
  3. sectors of government and ensuring the country's military power;
  4. public associations;
  5. Russian companies located abroad.

How to fill out form 1-T (professional)

From organization data to form 1-T (prof) you need to specify:

  • title (full and short);
  • postal address (actual);
  • OKPO.

Entering data into Form 1-T (prof) is quite simple. Essentially, you need to specify only two parameters for each type of profession/occupation in the organization:

Vacancies include:

Free after layoffs;
free after going on maternity or childcare leave;
newly created positions for which people will be hired until November 30 inclusive.

When vacancies are filled by internal part-time workers and the organization is not looking for employees to fill them, for forms 1-T (prof) means that there is no need for personnel.

When assigning employees to groups and activities, use:
  1. All-Russian Classifier of Occupations (OKZ);
  2. A directory for the distribution of employees by subgroups and groups of OKZ.

Instructions for filling out form N 1-T (professional)

1. Information in form N 1-T (prof) is provided by legal entities (except for small businesses), determined as a result of a scientifically based sample of reporting units.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

The completed forms are submitted to the territorial bodies of Rosstat both at the location of the corresponding separate division and at the location of the legal entity.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.

The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line "Postal address" indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

The legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form. For separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the separate division.

2. Organizations of education, health care and the provision of social services, organizations engaged in organizing recreation and entertainment, culture and sports and others, providing a summary report in Form N P-4 and included in the sample, fill out one report in Form N 1-T (prof) for all organizations included in the summary report.

3. In column 4 of section 1, the number of employees on the payroll of the organization as of October 31, 2010 is divided into nine enlarged professional groups, which in turn are divided into subgroups.

The list of employees includes employees who worked under an employment contract and performed permanent, temporary or seasonal work, as well as working owners of organizations who received wages in this organization.

Employees registered in accordance with an employment contract for part-time work are counted in the payroll as whole units. Employees who combine several professions in an organization are counted only once for their main profession.

4. The following employees are not included in these columns 4:

Those who worked as part-time workers hired from other organizations (external part-time workers);

Performed work under construction contracts and other civil contracts;

Those on maternity leave or parental leave.

5. When distributing workers into professional groups (occupations), one should be guided by the All-Russian Classification of Occupations (OKZ), put into effect by Resolution of the State Standard of Russia of December 30, 1993 N 298 on January 1, 1995.

To correctly distribute employees of organizations into professional groups, you should use the Directory of distribution of employees into subgroups and OKZ groups, which is posted on the Rosstat website: www.gks.ru in the section Metadata and regulatory reference information/Forms of federal state statistical observation/Album of forms of federal statistical observation for 2010/ 20. "Labor market/form N 1-T (professional)". The link to the guide is located at the end of the Form Completion Instructions. The directory is developed in Excel format and contains 9 sheets, each of which corresponds to one of the larger groups. In accordance with the survey program, in enlarged groups from 2 to 5 a list of occupations is provided by basic groups (OKZ sign), in 1, 6, 7 and 8 enlarged groups - by composite groups (OKZ sign), and in 9 enlarged group "Unskilled workers " - by subgroups (OKZ sign). For each occupational group of OKZ, a list of professions included in this group is provided.

6. When distributing the payroll of employees into professional groups, one should be guided by the following basic principles for distributing employees into enlarged groups.

Enlarged group 1. Heads of institutions, organizations and enterprises and their structural divisions (services).

Line 03 (OKZ code) takes into account managers heading enterprises, institutions, organizations (top officials) and their deputies.

Line 04 (OKZ code) takes into account the heads of specialized (production and operational) departments and services and their deputies, who manage departments (services) related to the main activities of the organization. As a rule, the names of their positions contain the words: chief, manager, manager, work foreman (foreman), commandant, director (production, technical, programs, etc.), senior (trainer, instructor-methodologist), foreman ( site, workshop, drilling rig, etc.), chief (architect, mechanic, engineer, technologist, agronomist, livestock specialist, editor, etc.), manager, technical director, academic secretary, vice-rector, dean, etc.

Line 05 (OKZ code) takes into account the heads (their deputies) of functional and other departments and services: financial and economic, administrative, personnel management and labor relations, marketing and sales of products, advertising and information, logistics, computer support, scientific and technological development, etc.

Enlarged group 2. “Specialists of the highest level of qualification.” Most of the occupations united by this classification group are distinguished by a high degree of complexity of the work performed and, as a rule, require a level of qualifications corresponding to higher professional education.

Enlarged group 3. “Specialists of average qualification level. Occupations in this group require, as a rule, secondary vocational education or secondary (complete) general education and subsequent vocational training (course or individual) and only in some cases - higher vocational education.

Enlarged group 4. “Workers involved in the preparation of information, documentation, accounting and maintenance.” For most occupations in this group, the required qualifications are achieved through individual training or special training according to an established program on the basis of secondary (complete) general education. For a number of professional groups included in this enlarged group, the necessary qualifications are acquired upon receipt of primary vocational education.

For most occupations of enlarged groups from 5 to 8, the required qualifications are achieved through special training according to an established program on the basis of basic general education or secondary (complete) general education or individual training in the workplace. For a number of professional groups, the necessary qualifications are acquired when receiving initial vocational education.

Most of the occupations of the enlarged group 9. “Unskilled workers” are characterized by a low level of qualifications, corresponding, as a rule, to the presence of basic general or secondary (complete) general education and individual training on the job

7. Column 5 indicates the organization’s need for workers to fill existing vacant jobs, distributed by professional groups. A half-staff vacancy (0.5) is counted as a whole unit.

Vacant jobs include those vacated in the event of employee dismissal, maternity leave or child care leave, as well as newly created jobs for which it is planned to hire employees within 30 days after the reporting period. If vacant positions are occupied by internal part-time workers and the organization does not take active steps to find workers, then this need for workers should not be reflected in form N 1-T (professional).

8. The distribution of enterprises’ needs for workers by professional groups is carried out similarly to the distribution of payroll (see paragraphs 5 and 6 of the Instructions).

9. Certificate 1 is filled out in accordance with paragraphs. 3 - 8 Instructions for employees carrying out activities and/or performing work in the production of goods and services related to the creation and use of nanotechnologies, based on the data in section 1. The number of employees is indicated for 4 of the 9 enlarged groups indicated in column 2 and corresponding lines 06, 70, 192 and 225 of section 1.

When filling out, you should be guided by the following definition of nanotechnology.

Nanotechnology is a group of technologies concerned with manipulating matter and processes at the nanometer scale (typically less than 100 nanometers in one or more dimensions) and providing new properties of matter in order to create improved materials, devices or systems that exploit these new properties.

Nanotechnologies may require the involvement of competencies from such fields of knowledge as, for example, physics, chemistry, computer science, electronics, engineering sciences, biology, biotechnology, materials science, medicine, pharmaceuticals, etc. Nanotechnologies include the following areas: nanomaterials; nanoelectronics; nanophotonics; nanobiotechnology; nanomedicine; nanotools (nanodiagnostics); technologies for obtaining (production) of nanomaterials, nanodevices, nanoproducts; special technological equipment, etc.

Approved the new edition of the statistical form 1-T (prof) “Information on the number and needs of organizations for workers by professional groups,” as well as instructions for filling it out. Large and medium-sized organizations will have to use the updated form in November 2018. The previous form, approved by Rosstat order No. 325 dated 07/05/16, is declared invalid.

Who takes 1-T (professional)

According to the commented order, form 1-T (professional) is submitted once every 2 years for even-numbered years. Only medium and large organizations included in the Rosstat sample should report on it. Small organizations, as well as those legal entities that are engaged in financial and insurance activities; public administration and military security; activities of public and extraterritorial organizations do not report on this form (clause 1 of the Instructions).

Where to take 1-T (professional)

The report must be submitted to the territorial body of Rosstat at the location of the legal entity (without separate divisions) or at the location of the corresponding separate division. If an organization (its separate division) does not operate at its location, then the report is provided at the place of actual activity.

If a separate division is included in the Rosstat sample, it must notify the parent organization about this. In turn, the organization must choose one of two options:

  • independently submit a report for the OP to the territorial body of Rosstat at the location of this unit;
  • appoint officials authorized to submit this report on behalf of the legal entity to the territorial body of Rosstat.

When to submit a report

Form 1-T (professional) is completed as of October 31 and submitted by November 28. Thus, organizations can submit a report to the territorial statistics body from November 1 to November 28, 2018 inclusive.

Please note: when submitting statistical reports, those employers who use web services to prepare and check reports (for example, the system for sending reports “”) will feel most comfortable. There, all current forms are installed automatically, without user intervention.

In addition to reporting to the tax office, as well as the Pension Fund, organizations and entrepreneurs are required to constantly report to statistics. This kind of reporting is very diverse and covers all issues of the functioning of the organization, as well as indicators of the effectiveness of its work. Such indicators include data on the number of employees who work in the organization, as well as the existing need to attract personnel. The specified information is filled in the report 1-T Prof “Information on the number and needs of organizations for workers by professional groups” .

For whom reporting on Form 1-T Prof is mandatory

Form 1-T was established by order of Rosstat dated 07/05/2016 N 325. It is filled out by all legal entities with an average number of employees over 5 people. Excluded from this list are small businesses and a number of other organizations, which include financial, public, extraterritorial, government organizations and institutions whose statutory task is to ensure military security. All other legal entities, having been included by Rosstat in a specially developed reporting plan, are required to report to statistical authorities in Form 1-T once every 2 years. To find out whether your organization is included in the specified monitoring plan, you should go to the statistics website http://statreg.gks.ru/ and fill in the TIN or OKPO for a specific legal entity in the request form that appears. Thus, in 2016, 68,000 organizations are required to submit the reports under review, and all of them must be notified by Rosstat of these responsibilities in any available way (postal notification, e-mail).

How to correctly fill out the 1-T Prof form (filling sample, recommendations)

The 1-T prof form itself can be downloaded directly from the statistics website, or from the website www.ppt.ru. Here you can also find a sample of filling out the report. If a legal entity has several separate divisions, the report is submitted both for the legal entity as a whole and separately for each branch at its location. Filling out the information in form 1-T prof is easy. The title page contains information about the reporting organization:

Full and abbreviated name;
address of the actual location with the obligatory indication of the subject of the Russian Federation and postal code;
OPKO, which is assigned by Rosstat.

The tabular part in the first section indicates the payroll number broken down by employee position. The organization’s need to attract personnel to fill existing vacancies is also indicated. Citizens working under employment contracts are taken into account separately, and those in temporary or seasonal work are taken into account separately. Founders who are employed and receive a salary are also taken into account. For persons registered as part-time workers, the general accounting rule applies, i.e. like 1 person. In the case of internal part-time work, the person is counted according to his main profession.

According to explanations from Rosstat, form 1-T prof is not filled out for a number of categories of employees, namely external part-time workers working under civil contracts; women on maternity leave; people serving in the army.

When filling out the report, the occupational classifier N 2020-st approved by Rosstandart is used.

Step by step filling out the 1-T prof report is as follows:

1. The title page is filled out;
2. Section 1 is completed indicating the groups of workers;
3. The accuracy of the information provided is certified by the signature of an authorized person indicating the date of preparation of the report.


Form 1-T prof must be submitted to the statistical authorities no later than November 28 of the current year. At the same time, it must contain data as of October 31. It must be sent to the territorial bodies of Rosstat no later than November 28.

Responsibility for the absence of the report in question or errors made during its preparation entails administrative liability. In this case, both the legal entity and the officials responsible for reporting are subject to a fine. The amount of the fine imposed on a legal entity is 20-70,000 rubles; for officials - 10-20,000 rubles. Please keep in mind that the issuance of penalties is limited to two months from the day following the due date for submitting the report.

Form 1-T (professional): form and sample filling

Form 1-T (professional) “Information on the number and needs of organizations for workers by professional groups” (Appendix No. 3 to Rosstat Order No. 325 dated July 5, 2016) is submitted once every 2 years. It must be submitted by legal entities of all forms of ownership with an average number of employees of 5 people and above (Appendix 1 to the Rosstat Letter dated 10.10.2016 N 04-04-4/132-SMI), except for small businesses, as well as those who conduct financial activities, activities of public associations and extraterritorial organizations, engaged in public administration or ensuring military security. However, this does not mean that all other companies must complete and submit this form.

Form 1-T (professional): who submits it and when?

The fact is that Form 1-T (prof) 2016 is required to be submitted only by those legal entities that are identified “as a result of a scientifically based sample of reporting units” (). That is, this form is submitted by those organizations that were included in the statistical observation sample. In 2016, this is about 68 thousand “lucky” ones.

The territorial bodies of Rosstat should have already notified them by mail, fax or electronic communication of the obligation to submit statistics in Form 1-T (prof). You can check whether you are included in the sample on the Rosstat website at the link: http://statreg.gks.ru/ (Appendix 2 to Rosstat Letter dated 10.10.2016 N 04-04-4/132-SMI). On the page you need to indicate the OKPO, INN or OGRN of the organization and the system will provide an answer regarding the form.

Statistical form 1-T (prof) (form) is presented according to data as of October 31. In 2016, it must be submitted by November 28 inclusive.

If an organization has separate divisions, the form is drawn up both separately for the organization (without information on divisions) and separately for each division. After which, all forms must be submitted to the territorial bodies of Rosstat - each at the location of the corresponding unit or organization (clause 1 of the Instructions for filling out the form).

Form 1-T (professional): how to fill out

Filling out the title page is easy. You must indicate on it (clause 1 of the Instructions for filling out the form):

  • the full name of the organization followed by a short name in brackets;
  • address of the organization, including the subject of the Russian Federation and the company location index. If the legal address and the actual address do not match, the actual address is indicated in the form;
  • OPKO code assigned to the organization by Rosstat bodies.

All numerical indicators are reflected in section 1 of the form. This indicates the number of employees of the organization, broken down by position, as well as the need for employees to fill vacant positions.

The payroll must take into account persons working on the basis of employment contracts, including those performing temporary or seasonal work, as well as company owners who receive salaries in this organization. Workers registered for part-time work are counted as whole units, and internal part-time workers - only once for their main profession.

However, the payroll does not include:

  • external part-time workers;
  • persons with whom civil law contracts (CLA) have been concluded;
  • women on maternity leave or child care leave;
  • military personnel in the performance of military service duties (clause 2 of the Instructions for filling out the form).

When distributing vacancies available in an organization, as well as employees by professional groups (occupations), Rosstat recommends using the All-Russian Classifier of Occupations - OKZ ("OK 010-2014 (MSKZ-08), adopted and put into effect by Order of Rosstandart dated December 12, 2014 N 2020- st).

Fine for failure to submit Form 1-T (professional)

For failure to submit the form, a fine may be imposed (Article 13.19 of the Code of Administrative Offenses of the Russian Federation):

  • for an organization in the amount of 20 to 70 thousand rubles;
  • for officials - from 10 to 20 thousand rubles.
