According to some reports, one of the structures owned by Valery Sokolov, head of the board of directors of New Defense Technologies LLC, is hoping to receive a government contract for its development. The company is part of the Almaz-Antey air defense concern.

Thus, the information that recently appeared is confirmed that the lobbyist for the interests of Rostec under the Yarovaya Law in the government is the Deputy Minister of Communications and Mass Communications of the Russian Federation Alexey Sokolov, who is also called the “shadow head of the Ministry of Communications.” And the explanation is simple: the deputy minister is the son of Valery Sokolov. And in general, a family contract, in which the official’s mother, Irina Valerievna, a State Duma deputy, also plays an important role. The Sokolovs created a universal one: the mother is responsible for passing laws for which the state allocates money to the executor in the person of the Ministry of Communications, where the son works, and the father masters them. Another thing is what the result of this nepotism is. Judging by at least one failed project - the introduction of a secure electronic control tape (EKLZ) for cash registers - today we can already guess what the threat to the state is from choosing such contractors as the Sokolov companies.

In the early 2000s. Valery Sokolov’s company “Scientific Instruments” was engaged in the development and implementation of ECLZ. The order to protect cash registers from concealing revenue came from the head of state, and the idea of ​​equipping the devices with an additional memory block, which ensures long-term storage of information about each monetary transaction, was born in the bowels of the FSB. At that time, the department was headed by Nikolai Patrushev, whose friend is considered to be the senior Sokolov, a retired FSB colonel. They wrote that Sokolov carried out examinations for Patrushev on many projects of national importance in the field of information protection and security systems - for example, EGAIS.

For the widespread implementation of ECLZ, it was necessary to pass a corresponding law. Technical experts and market participants opposed it, insisting that the money to create the EKLZ would be wasted, since the electronic tape is essentially a fake. But Irina Sokolova, an assistant to the then Speaker of the State Duma of the Russian Federation Boris Gryzlov and also the wife of the owner of the development company, stood up to defend the bill.

The Sokolovs achieved their goal, and entrepreneurs were faced with numerous deficiencies and breakdowns of EKLZ just a month after the start of their implementation and the inability to replace equipment in a timely manner. At the same time, the financial burden on retail outlets was enormous. At the time they were obliged to purchase new equipment, there were 3.5 million cash desks in the country, and all of them had to be replaced. Initially, the cost of EKLZ was 3,000 rubles, but then increased to 6,600 rubles, although, according to experts, it should not have exceeded 20 dollars. Market participants calculated that only at the initial stage, the profit from the introduction of ECLZ amounted to more than 8 billion rubles per year.

Despite the fact that electronic control tapes had already become a bonanza for Sokolov’s business, the Scientific Instruments company resorted to methods of understating the tax base, withdrawing cashed funds to offshore companies. For this purpose, a scheme was created for trading EKLZ through gasket companies controlled by Scientific Instruments. The scheme is extremely simple: technical service centers for cash register equipment (CTO) were obliged to purchase equipment only from certain distributors, who regularly did not pay additional revenue to Sokolov’s company, and the latter attributed the shortage to defects. In fact, unaccounted profits were transferred abroad, and it is now difficult to say how many millions of rubles in taxes the Russian budget ended up missing. According to some reports, in the period from 2010 to 2013, the non-return of cashed funds amounted to more than 500 million rubles. Sokolov’s company was assisted in this by the company “Alternative Sinitsa”. Later, equipment was traded through BusinessTrade-Region LLC and IntegralInform-Service LLC, which purchased EKLZ at a price of 4,300 rubles, and sold them to the central service center for 6,000 rubles.

Advisor to the Deputy Prime Minister patronized the corruption scheme Arkady Dvorkovich- Nikolai Kovarsky. He negotiated with the central technical center, informing them at what price and from whom they should purchase equipment. As the media wrote, the current Deputy Minister of Telecom and Mass Communications, Alexei Sokolov, recommended that Kovar distributors cooperate with them. For the family of the Deputy Minister of Communications, Kovarsky is an insider: in 2014, Valery Sokolov gave him a power of attorney to represent interests in crediting income to foreign accounts, including transferring funds to the offshore Global Industry LTD registered in Belize. In the same year, $11 million was transferred from this offshore to the elder Sokolov’s account in the Latvian Baltic International Bank. It is possible that part of this money is the same profit transferred abroad and taxes underpaid to the Russian treasury.

In fact, the Sokolov family turned the solution to the national task of protecting cash registers into their own extremely profitable business. Valery Nikolaevich still has many offshores and foreign companies to effectively allocate funds for himself under the “Yarovaya package”. Thus, the head of Scientific Instruments owns 50% in the British company Marine Radio Co.Ltd and the Greek Hotel Apolamare, as well as in the Austrian offshore SK Science Consulting GmbH. In addition, he owns Rhosdale S.A. in the British Virgin Islands. In total, since 2002, more than $25 million has been deposited into his accounts at Crtedit Suisse, ING Bank and OCBC Oversea-Chinese Banking Corporation.

The biography of the Sokolov family shows that conscientious conduct of business is not their strong point. To begin with, Irina Valerievna, who claims that she is a candidate of legal sciences, carefully hides her dissertation from the public. From which the media draw conclusions that the candidate’s work simply does not exist, and the academic degree was purchased. A similar story is connected with Sokolova’s membership in the lower house of parliament. She is a deputy from United Russia of the V and VI convocations. Sokolova’s participation in the party primaries in 2011 went unnoticed by voters. And a woman got into the Duma as a result of a combination with ballots. This year, Sokolova ran in the North-Eastern single-mandate constituency No. 214 of St. Petersburg. And this time a loud scandal was associated with her name. A recording of a conversation has become public, from which it follows that the head of the council of deputies of the Malaya Okhta municipal district, Dmitry Monakhov, speaks obscenely about voters who refused to vote for Irina Sokolova. As a result, she won with 54.19% of the votes.

Sokolova herself is described as a tough and capricious lady, which is evident from her legislative activities. For example, she sponsored a bill on forced abortions for incompetent people. This initiative has been compared to German policies during the Second World War, when forced abortions were practiced in concentration camps. She also opposed the law on the use of baby boxes, explaining her position by saying that this is a Western trend, and “we have other ways of influencing pregnant women.”

The fact that Sokolova successfully combines controversial legislative initiatives with commercial activities is evidenced by the size of her foreign accounts, information about which she hid from the state. Only in 2012-2013. About $8 million was transferred to an account in the Singapore bank OCBC Oversea-Chinese Banking Corporation. The account was closed sometime in 2013-2014, with a balance of approximately $18-20 million. The money may have been transferred to Austria. The deputy was also a client of the Belgian ING Bank (since 2005), to which $1.8 million was transferred until 2011.

It is logical to assume that Irina Sokolova could have acquired substantial income when she was deputy executive director and then president of the National Non-Profit Fund for Supporting FSB Officers and Members of Their Families. One of the founders of the fund until 2003 was a tobacco magnate Igor Kesaev, owner of the Mercury group, which includes Russia's largest tobacco distributor, the Megapolis group of companies, and the Dixy retail chain. Another co-founder and partner of Kesaev in the fund was Valery Sokolov. He was also involved in the creation of another Kremlin-9 Foundation, founded to support FSO employees. These and similar organizations created by the security forces have the status of charities, but it is no secret that some of the substantial tranches from large companies represent a kind of payment for services provided to protect or support businesses. For example, in 2007, one of Transneft’s subsidiaries donated over 440 million rubles to Kremlin-9.

The Sokolovs did not disdain connections with criminals, who also needed a “roof” in the security forces. For example, with Andrey Khloev, member of the famous "Tambov" organized crime group, sentenced to 13 years in prison for kidnapping, extortion, robbery and weapons trafficking, but released due to illness. According to one version, Khloev, nicknamed Homeless Child, was introduced to Valery Sokolov by the common-law wife of a gangster Elena Skorodumova, nicknamed Pomidorikha, when the bandit planned to organize his own transport company and open a customs terminal. It was rumored that it was retired colonel Sokolov who saved the head of the Control and Audit Directorate of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg from criminal liability Alexey Seredinin, Khloev’s “connector,” who was accused of taking a bribe of 40 million rubles “for general patronage.”

The deputy minister’s proposal to involve hackers to find vulnerabilities in software included in the register of domestic software does not stand up to criticism either. According to representatives of the software industry, the process of including companies in the register is extremely slow - at the beginning of 2016, out of 800 applications submitted, only 87 software products were registered. Even Kaspersky Lab encountered difficulties - its application was included in the list only 20 days after submission. Government agencies have already taken advantage of the delay and hastened to order foreign software through the government procurement website.

Despite the barrage of criticism regarding the deputy minister’s initiatives, he continues to feel invulnerable, trumping his connections with Nikolai Patrushev. In the government, the official is patronized by the same Nikolai Kovarsky, adviser to Arkady Dvorkovich. The Deputy Prime Minister himself, according to rumors, is also interested in controlling the financial flows of the Ministry of Communications for government procurement, which, apparently, today are the main sources of the Sokolov family’s well-being.

The youngest of the Sokolovs, at 34 years old, is the owner of expensive apartments in the elite residential complex “Arbat 27/47” in Moscow and in a house on Vasilievsky Island in St. Petersburg. In addition, the official owns a house in the Gorki-2 village on Rublevo-Uspenskoye Highway, two plots of land and a house in Sestroretsk, a resort area of ​​the northern capital.

But the deputy minister is in no hurry to declare funds in foreign accounts, following the example of his parents. In particular, while serving in the FSB, he had an account with the Singaporean OCBC Oversea-Chinese Banking Corporation, the balance of which at the time of closure was about $20 million. The civil servant’s share in the offshore Devtec Technologies Ltd in the British Virgin Islands also remained undeclared.

It is possible that the current Minister of Telecom and Mass Communications Nikolai Nikiforov the deputy’s persona was brought down “from above” in 2014. But today it is already obvious that in two years Alexey Sokolova has turned into the “gray eminence” of the ministry, who, with the help of his commercial relatives and patrons, has created an octopus that has entangled an entire industry. There is no doubt that such nepotism is not useful for solving national problems.

And the fact that the creation of equipment under the “Yarovaya package” could go to this clan is a reason for its careful study by the head of the Presidential Administration of the Russian Federation on Anti-Corruption Issues, Oleg Plokhim, and the Prosecutor General’s Office of the Russian Federation.
