In accordance with clause 5.5 of the Regulations on the Federal Service state statistics, approved by decree of the Government of the Russian Federation of June 2, 2008. N 420, and in pursuance of the Federal Plan statistical works I order:
1. Approve the attached federal forms submitted by the Ministry of Industry and Trade of the Russian Federation statistical observation with instructions for filling them out, collecting and processing data on which are carried out in the system of the Ministry of Industry and Trade of Russia, and putting them into effect:
monthly from the January 2012 report:
- “Volume of military (defense) products” - indicates the total volume of military (defense) products for all orders of this customer;
- “including under the State Defense Order” - indicates the total volume of military (defense) products produced under direct government contracts for a given customer.

Instructions for filling out the federal statistical observation form
1. The federal statistical observation form “Information on concluded contracts, financing of state defense orders and debts of state customers to defense industry organizations for defense orders completed under a state contract” is provided by legal entities (except for small businesses) of all forms of ownership related to defense industrial organizations complex (OPK) based on the list of industrial and scientific organizations determined by the Ministry of Industry and Trade of Russia.
Industrial organizations of the defense industry include production associations, production complexes, government and manufacturing enterprises, factories, shipyards, shipbuilding firms.
Scientific organizations of the defense industry include research institutes, scientific and production associations, scientific and production complexes, scientific and technological ones, which are commercial organizations, and non-profit organizations all forms of ownership, carrying out all types economic activity according to the list and complexes, scientific and production corporations, scientific and production enterprises, scientific and production companies, engineering, special, special, experimental, development, design and design bureaus.
2. Legal entities submit the specified form of federal statistical observation to the Ministry of Industry and Trade of the Russian Federation at the address established by it.
Supervisor legal entity appoints officials, authorized to provide statistical information on behalf of a legal entity.
3. Temporarily non-operating organizations where production took place during part of the reporting period are provided with a federal statistical observation form on a general basis, indicating how long they have not been working.
5.11. The columns for the lines of government customers are not filled in and can be excluded if there is no information (numerical values) on them.
6. Section 2. Information on the progress of financing the state defense order
6.1. provided by legal entities (with a monthly frequency, no later than the 5th day after the reporting period) that have direct contracts with government customers for the fulfillment of tasks of the state defense order (production and supply of components, repairs, modernization, research and development, disposal of weapons, capital construction and other types of work, with the exception of contracts for mobilization preparation).
6.2. The name of the state customer is indicated (Ministry of Defense of Russia, Ministry of Internal Affairs of Russia, Ministry of Emergency Situations of Russia, FSB of Russia, FSIN of Russia, SVR of Russia, FSO of Russia, FSSP of Russia, FSKN of Russia, FCS of Russia, Ministry of Industry and Trade of Russia, Ministry of Economic Development of Russia, State Corporation Rosatom, Ministry of Education and Science of Russia and other).
Box 5. Financing for work received after the signing of acts of acceptance by government customers is taken into account in or, and is reduced by this amount accordingly.
6.7. The amounts of advances paid in the reporting year for work of future years and carryover advances of previous years for work of the reporting year are indicated.
6.7. The amount of debt for work performed is indicated.
6.8. Information in is indicated (in thousands of rubles with two decimal places) on an accrual basis from the beginning of the year, including VAT (unless otherwise provided by the contract).
6.9. Columns for the lines of government customers are not filled in and can be excluded if there is no information (numerical values) on them.
The head of the reporting organization is responsible for the objectivity of information and compliance with deadlines for submitting reports.
7. Section 3. Information on the debt of state customers to defense industry organizations for defense orders completed under a state contract
7.1. provided by legal entities that have debts from government customers for work performed under direct contracts (agreements) with them (at monthly intervals, no later than the 5th day after the reporting period) as of the 1st day of the month following the reporting period.
7.2. B indicates the name of the debt indicator.
7.3. Continuous numbering of lines of information on debts of government customers is indicated.
7.4. The section indicates:

Document overview
Starting with the report for January 2012, a new statistical form is being introduced, according to which information on the production and supply of military (defense) products is presented.
Statistical information is sent to the Ministry of Industry and Trade of Russia no later than the 3rd day after the reporting period. They are represented by all legal entities that produce and supply military (defense) products, including those under state defense orders, as well as having contracts for the production and supply of products, repairs, modernization, maintenance, adjustment of weapons and military equipment.
In addition, the statistical form for reporting on concluded contracts, financing of state defense orders and debt of relevant government customers has been updated.
Legal entities (except for small businesses) related to defense industry organizations report on it based on the list of industrial and scientific organizations determined by the Ministry of Industry and Trade of Russia.
Information is submitted to the department monthly and quarterly no later than the 5th and 20th of the reporting period, respectively.

Information according to the federal statistical observation form N M-GOZ "Information on concluded contracts, financing of the state defense order of the current year and the debt of state customers to defense industry organizations for the defense order completed under the state contract and on the overdue debt of organizations to their employees for wages of the current year" is provided by all legal persons that are commercial organizations, as well as non-profit organizations of all forms of ownership, carrying out all types of economic activities according to the list of industrial and scientific organizations determined by the Ministry of Industry and Trade of Russia (except for small businesses), the average number of employees of which exceeds 15 people, including part-time and contract workers of a civil nature.
Legal entities provide the specified form of federal statistical observation to the Ministry of Industry and Trade of Russia.
If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.
The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.
The address part of the form indicates the full name of the reporting organization in accordance with constituent documents, registered in in the prescribed manner, and then in brackets - a short name. On the form containing information on a separate division of a legal entity, the name is indicated separate division and the legal entity to which it belongs (for example, the Head Branch of the Nerpa Shipyard of the Federal State Unitary Enterprise Zvezdochka Shipbuilding Center).
