Former employee of the telecommunications and IT equipment manufacturer Huawei Valery Goldfeld is placed under House arrest. Vedomosti was told about this by two people familiar with several top managers of the vendor. The investigation against him was initiated at the request of Huawei itself, they clarify. According to Vedomosti’s interlocutors, searches took place at Huawei’s office on Krylatskaya Street on Friday.

Earned money from Akado

Goldfeld headed the vendor’s key account department from 2015 to 2016. One of the largest projects he led was the supply of Huawei equipment to Akado. In 2015, the operator announced that Huawei would build a data center in Moscow on Varshavskoye Shosse for Komkor (part of the Akado group of companies). This was supposed to be the first data processing center (DPC) in Russia that Huawei will create from start to finish, clarifies a source close to one of the project participants.

According to Vedomosti’s interlocutors, Goldfeld offered to make payments from Akado to Huawei through a third company, and he informed both partners that this was the requirement of the second party. As a result, part of the amounts was “stuck” with the intermediary company. The vendor believes that the company was created by Goldfeld himself and accuses him of causing damages of several hundred thousand dollars.

Akado is aware of the proceedings related to the theft of Huawei funds, says a source close to the company.

Unique project with a good budget

The data center for Akado (area - 1200 sq. m and designed for 200 racks) was positioned as the first data center completely created by the vendor without the help of integrator companies. “Huawei acted as the general contractor for the project: specialists carried out a full range of activities, from design to equipment supply, installation and commissioning,” the companies said in a statement. This is the first commercial data center that Huawei is building in Russia on a turnkey basis, Goldfeld himself told Vedomosti at the time. According to him, the project was based on Huawei technologies - from server cabinets, uninterruptible power supply systems, cooling systems to a comprehensive control and monitoring system for engineering infrastructure. The contract provided not only for the construction of the data center, but also for its certification and two-year support, Goldfeld said.

Akado can be valued without taking into account debt at approximately three annual revenues, or 6-7 EBITDA, that is, in the range of approximately 25-34 billion rubles.

iKS-Consulting analyst Tatyana Temkina said that she does not remember telecommunications equipment manufacturers building data centers in Russia from start to finish. As a rule, data centers are built by specialized integrators, of which there are few in Russia.

A source close to him estimated the total budget of the data center construction project at approximately $7 million (about 4.3 billion rubles at the 2015 exchange rate). The company did not disclose how much the operator paid the vendor for the supply of equipment for the data center.

Left for competitors

The interlocutors clarify that the case against Goldfeld got under way after he moved to work for another Chinese vendor, Huawei’s closest competitor, ZTE. According to these people, Goldfeld's team at ZTE tried to take contracts from his former employer.

Goldfeld has been working in the telecommunications market since the early 2000s. He served as technical director of Centertelecom Service and Active Telecom, and from 2007 to 2009 he was an advisor to the vice president for technology at the fixed-line operator Comstar - United Telesystems. If in 2015 they amounted to only 2.3 million rubles, then the next year they grew to 517.3 million rubles, and in the current year they already amount to 958.74 million rubles.

A Huawei representative did not comment on the information about the vendor’s claims against the manager and the filing of an application with law enforcement agencies. The company does not know whether Goldfeld is under arrest, since the manager no longer works for the company. He denied conducting searches in the office in Krylatskoye.

ZTE is not aware of Goldfeld's arrest, a ZTE spokesman said, adding that the manager left the company more than six months ago, and ZTE does not track his life former employees. In total, Goldfeld worked at the company for a little less than a year, he clarifies.

An Akado representative declined to comment. Representatives of the Ministry of Internal Affairs did not respond to Vedomosti’s request, and a representative of the Investigative Committee of Russia did not answer the call.
