How to organize military registration in an organization. Step-by-step instruction. Job description of the inspector for registration and reservation of persons liable for military service Inspector for registration and reservation of persons liable for military service

After graduating from college, I started working in the human resources department. large organization for the position of HR inspector. Recently, our military registration inspector quit and I was offered a transfer to this position. They offered me in such a way that I couldn’t refuse, although I had never done this kind of work before. The leaving inspector told me something, I also read the job description, but somehow the work order still hasn’t been “sorted out.” Especially many questions arise when hiring new employees. How to register them for military service? Who has the documents? military registration Can I not ask at all? And is it necessary to report to the military registration and enlistment office about hired employees?

The obligation to maintain military records is assigned to each employer. But not all of them fulfill this duty. Your company is not one of them. And it is right! Especially for you and everyone who understands the importance of this function for the state and takes the assigned responsibility responsibly, we will tell you how to correctly maintain an employee’s military registration when hiring.

The work of a military registration specialist in any organization can be divided into three components: registration of newly hired employees (who have entered into an employment contract) with military registration; maintaining current military records at the established and required level; removal of an employee from military registration upon termination labor relations. In answer to your question, we will consider only the first, but most difficult part of the specialist’s work - registering the accepted employee with military records.

Who is subject to military registration?

Three groups of workers are subject to military registration in organizations:

  • male citizens aged 18 to 27 years old who are required to be registered with the military and are not in the reserves (“conscripts”);
  • citizens who are in reserve (“liable for military service”);
  • citizens performing alternative civil service.

Citizens of the latter category are registered with the military at the place of their stay, including in the organization of alternative civil service, from December 12, 2011 in accordance with the amendments made to Federal Laws of March 28, 1998 No. 53-F3 “On Military Duty” and military service" ( further - Law on Military Duty) and dated July 25, 2002 No. 113-F3 “On alternative civil service.”

When hiring citizens of military age, you need to know that not all of them are required to be registered with the military. Some conscripts are exempt from military duty (Clause 2 of Article 22 of the Law on Military Duty).

In most cases, conscripts are exempted from military service for health reasons based on a decision made by the draft commission based on the results of a medical examination (conclusion of the Military Military Commission). In this case, they are issued a military ID, in which, in paragraph 6 section III the date and name of the draft commission are indicated municipality and her decision is “Not fit for military service” indicating the citizen’s fitness category for military service - “D”.

Persons liable for military service include:

YOU SHOULD KNOW THIS

Citizens undergoing alternative civil service are registered with the military at the place where they performed this service.

  • male citizens in reserve;
  • discharged from military service and enlisted in the reserves of the RF Armed Forces;
  • who have successfully completed the training program for reserve officers at military departments at institutions of higher education vocational education and graduates of these institutions;
  • those who have not completed military service due to exemption from conscription, deferments from conscription, or not called up for military service for any other reason upon reaching the age of 27;
  • have completed alternative civil service (clause 12 Methodological recommendations on maintaining military records in organizations, approved. General Staff of the RF Armed Forces; further - Methodological recommendations).

Female workers are subject to military registration only if they have military specialties and professions, a list of which can be found at.

The following citizens are not subject to military registration in organizations:

a) exempted from military duty in accordance with the Law on Military Duty;

b) undergoing military service;

c) those serving a sentence of imprisonment;

d) female, without a military specialty;

e) permanently residing outside the Russian Federation;

f) having military ranks of officers and being in the reserves of the Russian Foreign Intelligence Service and the Russian FSB.

The procedure for registering an employee with military records when hiring can be divided into several stages.

Our information

The mark regarding conscription is a rectangular stamp measuring 70x20 mm. The stamp indicates the attitude to military service depending on the gender of the person liable for military service, the date of entering the stamp and the signature of the employee who carried out the stamp. When applying a stamp using a special printer, the code of the department of the employee who entered the stamp is additionally indicated. For examples of stamps regarding attitudes towards military service, see.

KEEP IN MIND

By Decree of the Government of the Russian Federation dated March 22, 2012 No. 228, the Ministry of Defense of the Russian Federation was instructed to determine the procedure for military registration of citizens (workers) at the place of their alternative civil service. However, such a procedure has not been approved to date.

Stage 1 Document verification

Step 1 Receive military registration documents from the employee.

Upon conclusion employment contract a citizen entering work must present military registration documents to the employer only if he is liable for military service or subject to conscription for military service ( Art. 65 Labor Code RF; further - Labor Code of the Russian Federation).

Military registration documents are:

1. For conscripts - a certificate of a citizen subject to conscription for military service (registration certificate);

2. For those liable for military service - a military ID (temporary certificate issued in place of a military ID).

Step 2 Verification of military registration documents.

You need to start by checking if there is a mark in the passport of a citizen of the Russian Federation indicating his attitude to military duty ( us. 13 in the section “Military duty”).

When checking the authenticity of military registration documents and the authenticity of the entries in them, it is necessary to pay attention to the compliance of these documents with the citizen’s passport data, to the presence of a photograph and its correspondence to the owner, and in temporary certificates - to their validity period. The forms of these documents, as well as the procedure for their maintenance and storage, are established in the Instructions for ensuring the functioning of the military registration system for citizens of the Russian Federation ( approved by order of the Minister of Defense of the Russian Federation dated November 19, 2007 No. 500, hereinafter - Instructions for military registration).

KEEP IN MIND

The main provisions of the duties of citizens subject to conscription for military service and those liable for military registration in peacetime for mobilization preparation, during mobilization, martial law, as well as in wartime in the form of extracts from the Law on Military Duty and the Federal Law of February 26, 1997 No. 31-FZ “On mobilization preparation and mobilization in Russian Federation» are placed directly on the last pages of military registration documents. At the end of these texts, a place is reserved for the employee to sign for familiarization with his duties and the date of familiarization. Therefore, having explained in detail to the employee his responsibilities, taking into account the specifics of the organization’s mobilization plan, we recommend that you check for the employee’s personal signature for familiarizing himself with them, and if it is missing, ask him to sign and date the familiarization

At the same time, military registration documents must be kept (filled out) carefully, without corrections, erasures and unspecified abbreviations, in clear and legible handwriting. Records and signatures of officials are made only in black ink. Signatures of officials must be legible and include the following details: name of military position (position), military rank, initial first and last name of the official.

EXAMPLE

The “conscript” certificate has a cover with the image of the Coat of Arms of the Russian Federation and the inscription “Russian Federation. Certificate of a citizen subject to conscription for military service.”

It is imperative to check whether a citizen has received a mark for military registration:

  • in the military ID of a reserve officer, as well as in the military ID of a soldier, sailor, sergeant, sergeant major, warrant officer, reserve midshipman (a stamp measuring 35x30 mm, certified by the official’s signature and official seal);
  • in the certificate of a citizen subject to conscription for military service (stamp of the military commissariat). Samples of stamps on admission (removal) for military registration and the procedure for filling them out can be found on the website:.

You will probably ask, what to do if, when checking documents, any errors, inaccuracies, or problems are discovered? We answer.

WHAT WILL HAPPEN FOR THIS?

Administrative measures against officials of the organization for offenses in the field of military registration are provided for in Ch. 21 Code of Administrative Offenses of the Russian Federation:

MORE DETAILS

In cases where there are no marks on p. 13 of the passport of a citizen of the Russian Federation about your attitude to military duty or about military registration in military registration documents, you must send: reserve officers and conscripts - to the structural unit of the military commissariat at your place of residence or place of stay; soldiers, sailors, sergeants, foremen, warrant officers and midshipmen of the reserve - to the structural unit of the military commissariat at the place of residence (place of stay), and those living in the territory of municipalities where there are no structural units of the military commissariat - to the local government body. The form of such a referral is not defined in regulatory legal acts, so you can develop your own form ( example 1) and add it to the Collection of standard and standard texts of personnel service documents.

In addition, if you find unspecified corrections, inaccuracies, forgeries or an incomplete number of sheets in military registration documents, send their owners to the military commissariat, in which they are or are not members, but are required to be registered with the military, to clarify the military registration documents and eliminate the identified comments .

For information on how to organize military registration in an organization, see: “ Electronic system personnel officer." "Explanations from experts."

1. Be sure to check with the reservist for military service that there is a mark on his military ID indicating that he was given a mobilization order. Such a mark in the form of a stamp measuring 35x30 mm is placed on the military ID of a reserve officer in paragraph 17 “Notes on the issuance and withdrawal of mobilization orders” on p. 15-22 (in military IDs issued before 2000 - in paragraph 15 on pp. 14-21), and in the military ID of soldiers, sailors, sergeants, foremen, warrant officers and midshipmen - in section VII “Issuance notes and on the withdrawal of mobilization orders” on p. 16-18.

EXAMPLE

The mobilization order with two control coupons is pasted into it at the military commissariat on the inside of the back cover of the military ID. In practice, it happens that there is a stamp on the issuance of a mobilization order on a military ID, but the order itself is missing. In such a situation, you need to send the employee to the military commissariat to clarify military registration documents ( example 2).

2. Check with the person liable for military service for a badge with the personal number of the Armed Forces of the Russian Federation, if there is a mark on its delivery in the military ID. As a rule, tokens are confiscated from those liable for military service upon transfer to the reserve and stored in the structural units of military registration and enlistment offices, however, there may be cases when a token with a personal number is given to a person liable for military service and a note about its delivery is made in the military ID in the “Special Marks” section.

Stage 2 Filling out the employee’s personal card

Military registration of conscripts and persons liable for military service in organizations is carried out using the personal cards of employees ( unified form No. T-2, approved. Resolution of the State Statistics Committee of Russia dated January 05, 2004 No. 1 “Approval of unified forms of primary accounting documentation on labor accounting and its payment") and (or) personal cards of state (municipal) employees (unified form No. T-2 GS (MS)). Section II “Information on military registration” ( further - Section II) personal cards for those liable for military service are filled out on the basis of military cards (temporary certificates issued in exchange for military cards), and for conscripts - on the basis of certificates of citizens subject to conscription for military service ( examples 3, 4, 5). The procedure for filling out Section II of personal cards of employees (members of military service and conscripts) is determined by the Methodological Recommendations.

In this case, entries must be made in ink, ballpoint, gel and other black or blue pens, and entries in paragraph 7 and notes on the last reconciliation with military registration documents of military commissariats (local government bodies) must be made in pencil.

Stage 3 Clarification of responsibilities for military registration

The military registration specialist is obliged to explain to employees the procedure for performing their duties in military registration, mobilization training and mobilization, established by law RF and the Regulations on Military Registration, monitor their implementation, and also inform citizens about their responsibility for failure to fulfill these duties. Yes Yes! This is also your responsibility.

Stage 4 Sending information about accepted employees to the military commissariat

To keep the information contained in the military registration documents of the structural units of military commissariats up to date, managers responsible for military registration work, officials (employees) of organizations are obliged to send information about citizens subject to military registration and hired ( example 6).
