The Basmanny Court of Moscow decided to arrest in absentia the ex-employee of the Ministry of Internal Affairs Vagif Ismailov, the brother of the former owner of the Cherkizovsky market Telman Ismailov. Both brothers until recently lived in a huge residence located on the territory of the Mardan Palace hotel complex in Antalya. The hotel itself was disconnected from electricity at the end of the summer for debts. According to operatives, the Ismailov brothers, fearing that Turkey might extradite them to Russia, moved to France, where they are currently staying.

It is worth noting that this country is not alien to Telman Ismailov. This follows from the materials of the investigation against the ex-employee of the GUEBiPK of the Ministry of Internal Affairs of the Russian Federation Dmitry Zakharchenko. One of the witnesses in the case testified that Zakharchenko was well acquainted with Ismailov, from the time when he owned markets in the Moscow region. According to the witness, on behalf of Telman and Rafik, he delivered expensive gifts and envelopes to the head of the Internal Affairs Directorate of one of the districts of the capital, who now continues to work in the law enforcement unit. Gavryushin also said that a number of operations of the Ministry of Internal Affairs against the owners of other markets were financed by the Ismailov family. In this regard, a new line of investigation may appear in the case of the brothers - in relation to the law enforcement officers who helped them.

According to detectives, when the Cherkizovsky market, the main source of income for the Ismailovs, was closed in 2009, family members began to look for other large-scale facilities where trade could be moved. In particular, they liked the gigantic Abramtsevo market, located in the Balashikha district of the Moscow region. However, he was under the control of the authorities of the "Lyubertsy" group and businessmen associated with it. As investigators suspect, at first the Ismailovs and the gangsters agreed on a joint business.

But then conflicts began to occur between them over the division of profits. And they continued even after the closure of the market in Abramtsevo. At the same time, the shooting of the leaders of the "Lyubertsy" organized crime group began, many of whom had already managed to legalize themselves, became businessmen or even deputies. The detectives, including thanks to the testimony of witnesses, have every reason to suspect that it was the Ismailovs who were behind the attacks. So, according to the source of the agency, it has already been established almost with certainty that the family sent their militants to one of the Lyubertsy "authorities" who lived in the village of Tomilino. He was fired upon from firearms, was injured, but survived. “Five murders have been proven so far, but about ten more episodes of criminal activity are being developed - these are assassination attempts and murders,” the agency’s interlocutor said.

At the moment, the criminal case is being investigated by the RF IC under five articles of the Criminal Code - 210 (organization of a criminal community), 105 (murder), 222 (illegal possession of weapons), 172 (illegal banking), 167 (arson). According to the materials of the case, members of the organized criminal community (OPS), led by the Ismailov family, committed murders by prior agreement for mercenary motives, they are also charged with arson. Currently, the victims in the case file are mainly members of the "Koptevskaya" organized crime group and businessmen associated with them.

The reason for the conflict with the "Koptevskaya" organized criminal group was associated with the struggle for the right to control a number of metropolitan wholesale markets. In the late 1990s, the Ismailov family laid eyes on profitable properties in the Northern Administrative District (SAO), in particular, the Lianozovsky market, the market in West Degunino, and several shopping centers.

However, representatives of the "Koptev" group, who did not want to share the profits, were related to most of the Ismailov objects that were of interest. A conflict arose between the then leader of the "Koptevsky" Andrey Lobanov (Loban) and the family of the owner of "Cherkizon", which ended in the murder of the "authority".

After that, according to operatives, the Ismailovs began to "fight" already with Loban's successors - also members of the "Koptevskaya" organized criminal group. Within five years, at least seven "authorities" were killed. The main chord of this war was the arson of the Lianozovsky market in October 2005, which, according to investigators, was committed by order of the Ismailov family. The Koptevskys and businessmen associated with them had to agree with the claims of the Ismailovs and create partnerships with the family.

At some point, the Ismailovs sold all the objects and, according to the terms of the agreements, had to give part of the profits to their partners. For example, the share of businessman Vladimir Savkin from the sale of the Stroymarket No. 1 shopping center was $ 5.5 million. However, he was tritely “thrown”. Savkin began to remind the family of the debt, mainly his claims were addressed to Rafik. When he became too insistent, the businessman was invited to a meeting to discuss the details of paying off the debt. During it, in May 2016, Savkin, along with his friend Yuri Brilev, was shot dead. A case was initiated, within the framework of which all the details of the activities of the Ismailov family “surfaced”.

Ismailov preferred to wait out the hype in Turkey, where an equally luxurious house was built for him next to the Mardan Palace. True, in Russia he had to sell Suleiman Kerimov one of his most important assets in Moscow - the Voentorg shopping center to be reconstructed.

Life after the market

Unexpectedly, Ismailov found out that he had few friends in Russia, and many enemies. “Ismailov's main problem is how he understands friendships,” said one of his former business partners. “When he needed someone or just liked him, he brought this person closer to him, literally showering him with expensive gifts in oriental style - diamonds, gold. All of his entourage got used to this, and squabbles quickly began within those close to him - so, this one was given more, me less. And the offended very quickly came to hatred for Ismailov. So he made more than one enemy. And when the easy money ran out, the gifts ran out, and it turned out that there were no close people around, ”explains the interlocutor.

“Ismailov bought all his assets with money earned on the Cherkizovsky market, during his work there were no interruptions in cash. As soon as it turned out that this flow was no more and that money was not very easy to earn at all, Ismailov’s business went much worse,” said the former Moscow official. New assets - Voentorg, the Prague restaurant, the same Mardan Palace - did not bring comparable profits.

Therefore, immediately after the closure of the Cherkizovsky market, Ismailov tried to return to the market business he knew, but already outside of Russia. According to Ukrainian media, Ismailov tried to become a co-owner of the large clothing market "Seventh Kilometer" near Odessa, but unsuccessfully: the company managing the market was acquired by partners of the then President of Ukraine Viktor Yanukovych.

Ismailov tried to open a second market in Kazakhstan. In 2010, on the site of the Zhibek Zholy car market near Alma-Ata, the ACT wholesale clothing market was solemnly opened. According to the description on the nur.kz portal, it resembled the Moscow “Cherkizovsky” - the market housed a customs terminal, a hotel, exchange offices, a pharmacy, Groceries and dentistry.

Ismailov's partner in the Kazakh AST market was Alexander Mashkevich, an old acquaintance, co-owner of mining and metallurgy Eurasian Resources Group (ERG) and one of the richest people in Kazakhstan (see inset for more details). Ismailov was familiar with Mashkevich from the Eurasian Jewish Congress, where the first was president until 2011, and the second was his deputy.

According to Kazakh media, the AST had problems due to its distance from the city. Now the name of the AST market has been returned - the international trade center "Zhibek Zholy". It is run by a European production company controlled by Mashkevich and his ERG partners. Already in April 2010, Ismailov signed an agreement with the Olimpstroy corporation on the construction of hotels in Sochi with 4,000 rooms worth $800 million. , when it became clear to us about the failure to meet deadlines, we had to urgently look for a replacement investor - literally grabbing the first oligarch that caught our eye by the jacket. This did not add points to Ismailov, ”recalls one of the officials who oversaw the preparations for the Olympics. The project was transferred to the structures of Viktor Vekselberg.

In 2013, Ismailov returned to Chechen football. At the beginning of the year, he organized a friendly match between Kadyrov's Terek and the Israeli club Beitar (Jerusalem), owned by his friend Arkady Gaydamak. The match ended with the score 0:0. And the owners of the clubs agreed on the transfer of two Chechen football players to Beitar - Zaur Kadayev and Dzhabrail Kadiev. What caused the anger of Beitar fans, who did not want to see Muslims among the club's players.

It was partly because of the protests of the fans that Gaydamak became firmly established in his desire to sell the club. And he announced that he was selling Beitar to Ismailov and his partners: State Duma deputy and Kadyrov's adviser Adam Delimkhanov and Kenes Rakishev, a Kazakh businessman and son-in-law of the Minister of Defense of Kazakhstan. But Beitar fans thwarted that deal as well. After this failure, Ismailov moved away from Chechen football: Rakishev's structure became the sponsor of Terek instead of him.

Kadyrov's press secretary Alvi Karimov declined to comment, Rakishev's press service did not answer Vedomosti's questions.

In 2010–2011 Sezaria, controlled by Yanchukov, issued loans to Ismailov's offshore Tandum for $100 million until 2013. But Ismailov very quickly stopped servicing this loan, and at the request of Sezaria, the District Court of Nicosia (Cyprus) in 2014 froze the businessman's assets for $134 million. Some of these assets were claimed by other creditors. For example, the AST Hof hotel and the hotel complex project on Nikitsky Boulevard were transferred to the structures of the International Bank of Azerbaijan (IBA) for debts, Kommersant wrote, citing representatives of Yanchukov's Mangazeya. In a press release, Ismailov recalls that the AST group received its first loan from the Bank of Moscow back in 2006 and always paid its debts in good faith: for the entire period, Ismailov paid $70 million in interest to the bank and returned $50 million. In 2014, when everyone had borrowers of foreign currency loans had problems due to a jump in the dollar, Ismailov agreed with the Bank of Moscow to sell two objects - Tropicano and the AST shopping center. Even a buyer was found - the Progress company agreed to pay $148 million and made a deposit of $14.8 million in July 2014. Who was this failed buyer? According to SPARK, the founder of Progress is Oleg Veselov, who has more than 20 companies where he was the CEO or founder. And the general director of Progress turned out to be lawyer Yulia Dolinskaya, until recently a member of the board of directors of Sodruzhestvo Bank. Dolinskaya told Vedomosti that the founders of Progress forbade commenting on the situation with Ismailov.
