1. General Provisions

1.1. This job description defines the functional, job responsibilities, rights and responsibilities of the third mechanic of the “Nuclear Technologies” division (hereinafter referred to as the Third Mechanic) of the St. Petersburg branch of the NOU DPO “CIPK Rosatom” (hereinafter referred to as the Institution).

1.2. A person who meets the following education and training requirements is appointed to the position of third mechanic:

  • - training in first aid in accordance with Rule VI/4-1 of the STCW Convention;;

  • - training of a specialist in lifeboats and rafts and rescue boats other than fast rescue boats, in accordance with Regulation VI/2-1 of the STCW Convention;;
  • - initial safety training in accordance with Rule VI/1 of the STCW Convention;;
  • Certificates issued by the training simulator center on completion of training according to the following programs approved by Rosmorrechflot:;
  • Higher education- specialty in the field of operation of ship power plants in the marine educational institution according to a program that meets the requirements of the STCW Convention and the Regulations on the certification of crew members of sea vessels, agreed upon by Rosmorrechflot;

  • Shift mechanic - experience of working on a ship with a nuclear power plant for at least 12 months in an ordinary position, of which at least 8 months of pure navigation;

    GENERAL PROVISIONS
    Responsible for the reliable operation of technical means ensuring the safety of the vessel and its normal operation, the protection of human life at sea, and the prevention of pollution of the marine environment.
    RESPONSIBILITIES
    1. Lead the watch; ensure work safety.
    2. Ensure the established operating mode of technical means and constant readiness for action of means to combat the survivability of the vessel, the supply of electricity, steam, water to consumers; when receiving them from outside, ensure connection.
    3. According to instructions from the bridge, receive, pump out and transfer ballast, pump out water from bilge bilges; monitor the water level in the bilges of the machinery spaces and, with the permission of the officer of the watch, pump them out, preventing pollution of the marine environment; ensure the correct bunkering of the vessel.
    4. Do not allow hot and welding work to be carried out without approval necessary measures fire protection.
    5. If a fire is detected or water enters the hull, or other emergencies, inform the watch officer and take measures to eliminate them.
    6. The presence of the chief (senior) engineer in the engine room does not relieve the watch engineer of responsibility for keeping the watch and operating technical equipment until the chief (senior) engineer specifically informs him of the assumption of such responsibility and this is mutually understood.
    9. Make entries in the machine log about the operation, maintenance and repair of technical equipment; ensure proper order in machinery spaces.
    10. Do not transfer the watch if you believe that the mechanic taking over the watch is not able to effectively perform his duties, and notify the service manager about this.
    When going on duty:
    1. Arrive at the engine room in advance (at least 10 minutes before the start of the watch) to ensure the normal operation of the technical equipment, check the watch and conduct the necessary instructions.
    2. Familiarize yourself with the entries in the machine log, records of recorders and other recording devices; with comments on the operation of technical equipment, the progress of repair and maintenance work, and watch orders.
    3. Obtain information regarding the method of controlling the main power plant; orders of the head of the service and the watch officer on the operation of systems and mechanisms and the discharge of contaminated water; malfunction of technical equipment; residual water in ballast, drain and waste tanks, instructions on the use or disposal of their contents; modes of use of technical means due to equipment malfunction or unfavorable navigation conditions.
    4. Check operating technical means, steering gear, condition of boiler equipment, including their automatic control and protection systems, fuel and oil levels in consumable, drain, settling and reserve tanks, operating parameters of the main and auxiliary mechanisms of the power plant, readiness of emergency technical means.
    5. Accept the specified operating modes of technical means.
    6. Accept reports on taking over the shift; make an entry in the engine log about taking over the watch and report to the bridge. The watch is considered transferred (accepted) after the signature in the engine log of the mechanics handing over and accepting the watch. Changing watches during maneuvers or emergency situations is permitted only with the permission of the head of the service and in his presence.
    On the running watch:
    1. On ships with a permanent watch in the engine room (MO) or central control room, be at the power plant control post and ensure its operating mode; if it is necessary to bypass the premises, leave the motorist (driver) in his place.
    2. When controlling a power plant from the bridge (without a permanent watch at the MO or CPU), be in any room equipped with an emergency alarm and two-way communication with the bridge, notifying your location to the watch officer.
    3. When controlling a power plant from the bridge with a constant watch at the MO or CPU, if necessary, arrive at the post and take control of the plant.
    4. Duplicate and execute commands from the bridge; if the execution of a command is associated with the threat of an accident or danger to people, report this to the bridge and the head of the service; when the command is repeated, execute it by making a corresponding entry in the machine log; If there is a threat of an accident or danger to people, disable the power plant or any technical means and immediately report this to the bridge and the head of the service.
    5. Having received a warning from the bridge about difficult sailing conditions, report to the head of the service, at the same time prepare the power plant, ensuring a power reserve, and the readiness of the necessary technical means.
    6. When controlling the installation remotely, record each transfer from post to post in the machine log.
    On standby watch:
    1. Ensure control and management of technical means, reliable operation of equipment related to production activities and the safety of the ship, port and environment, as well as the readiness of means to ensure the survivability of the ship.
    2. Be prepared to urgently bring the power plant into action.
    3. Make rounds of the vessel; troubleshoot technical equipment; monitor the progress of repair work.
    When preparing the power plant for operation:
    1. Receive instructions from the watch officer (chief of service) about the time and order of readiness.
    2. Check the means of communication with the bridge and installation control posts, emergency lighting, fire-fighting and drainage means; check the clocks in the car and on the bridge.
    3. Check the operation of the DAU system.
    4. Prepare the installation for action; carry out cranking and test runs of the installation with connection to propeller only with the permission of the officer of the watch.

    Ensure the technical operation and maintenance of ship equipment in accordance with the rules of technical operation, instructions of construction plants and other regulatory and technical documents issued by the Ministry of Transport of the Russian Federation or the shipowner;

    Eliminate failures of ship equipment personally or with the assistance of specialists assigned to him;

    Manage the work of the specialists allocated to him, ensure their compliance with the rules and instructions on labor safety and fire safety;

    The watch mechanic is the head of the entire engineering watch and reports directly to the watch commander, and in relation to special issues of operating technical equipment - to the mechanic.

    When taking over a watch, the mechanic on watch is obliged to:

    Personally check the condition of the working technical equipment of the mechanical installation (including the condition of the steering gear);

    View the machine log and check the correspondence of the entries in it with your own observations;

    Obtain from the mechanic on duty the information about the method of controlling the main engines, the condition and operating modes of all technical equipment, any malfunctions noticed in their operation, about the maintenance and repair work being carried out, as well as familiarize yourself with all the comments and orders received;

    Receive reports on taking over the watch from the engine crew, make an entry in the engine log about taking over the watch and report on taking over the watch to the watch commander.

    The engineer on watch is obliged to:

    Ensure the established operating mode of ship technical equipment, compliance with the rules of their technical operation, instructions and directions of the mechanic for their maintenance, monitor compliance with labor safety and fire safety rules when crew members work in machinery spaces;

    Immediately report any detected malfunctions of technical equipment to the mechanic and take measures to eliminate them;

    Ensure constant readiness to operate means of combating the survivability of the vessel;

    Provide electricity, water and steam supplies to consumers;

    Monitor the correct consumption of fuel, lubricants, cleaning agents and other materials during the shift;

    Prevent the accumulation of sub-soil waters in the machine rooms and promptly pump them into the sub-soil water collection tank; --- ensure that contaminated water and machinery space debris are not discharged overboard;

    By order of the watch commander, receive, pump out and transfer ballast and fuel, as well as pump out water from the compartments;

    Ensure proper order and cleanliness is maintained in machinery spaces.

    If any doubts arise regarding the watch, or the need to provide technical assistance (consultation), the engineer on watch is obliged to call a mechanic to the engine room.

    The presence of a mechanic in the engine room does not relieve the engineer on watch of the responsibility for keeping the watch until the mechanic takes control of the power plant.

    The engineer on watch has the right to carry out test starts and cranking of the main engines after performing maintenance with the permission of the watch commander in the presence of the first assistant engineer.

    If it is necessary to stop the main engine, change the operating mode of the mechanisms set from the bridge, or turn off critical technical equipment, the watch mechanic is obliged to report this to the watch commander and the mechanic.

    If there is an immediate threat of accidents or danger to human life, the watch mechanic has the right to stop the main engine or any other mechanism and immediately report this to the watch commander and the mechanic.

    If a fire is detected or sea water enters the ship's hull, the engineer on watch is obliged to immediately report this to the watch commander and organize fire extinguishing or water control, using all possible and effective measures.

    On ships where watchkeeping by electricians is not provided, the engineer on watch is required to ensure control of electrical equipment. If any malfunctions occur in the ship's electrical equipment, the engineer on watch is obliged to call an electrician to the engine room.
