Quality control. Requirements for the final documentation

94. Design documentation used in the repair, reconstruction or modernization of the substation, as well as the final documentation based on the results of the work performed, should include repair working drawings and, if necessary, a description of the sequence of work and the performance of critical operations.

95. An organization performing repair, reconstruction or modernization of a substation must carry out said works according to the developed specifications, if these requirements are not in the manual (instruction) for the operation of the substation. In the case of welding, the specifications must be developed taking into account paragraphs 68 - 82 of these FNP and contain instructions on the metals and welding materials used, methods for controlling the quality of welding, rejection rates for welded joints, as well as the procedure for accepting individual assemblies and finished products from repair.

96. On the repair drawings of the elements of the steel structure of the substation, the following must be indicated:

damaged areas to be repaired or replaced;

materials used for replacement;

deformed elements and sections of elements to be corrected by editing, with the appointment of the editing method;

types of welded joints and methods for their implementation;

types of processing welds after welding;

methods and standards for the control of welded joints (places subject to control or verification);

permissible deviations from the nominal dimensions.

97. Monitoring compliance by a specialized organization with the requirements of technical specifications, repair drawings and production technology repair work should be carried out by the service of the technical control department (hereinafter referred to as QCD) of a specialized organization performing repair work.

98. Quality control of repair (reconstruction, modernization) of the PS must be confirmed by the Protocol. The quality control of the repair of the rail track must be confirmed by the certificate of acceptance of the rail track (for substations moving on rails).

99. Upon completion of the repair, reconstruction or modernization of the substation, the specialized organization is obliged to make an entry in the passport of the substation reflecting the nature of the work performed and provide information (copies of certificates) on the materials used.

100. An organization that has performed poor quality repairs, reconstruction, is liable in accordance with current legislation.

101. The performance of construction and installation works, loading and unloading works on existing communications, the roadway of streets or in cramped conditions at HIFs using PS must be carried out in accordance with the PPR developed by the operating or specialized organization, in accordance with the requirements of paragraphs 159 - 167 of these FNP.



Responsibility for the quality and compliance with the industrial safety requirements of the WEP lies with its developer.

The operation of the substation with deviations from the requirements of the PPR is not allowed. Changes to the PPR are carried out by the developer of the PPR.

102. Loading and unloading operations and warehousing of goods using PS at bases, warehouses, open areas, in cases other than those specified in paragraph 101 of these FNR, must be carried out in accordance with the TC developed in accordance with the requirements of paragraphs 159 - 167 of these FNR.

The responsibility for the quality and compliance with industrial safety requirements of the TC lies with its developer.

Operation of the substation with deviations from the requirements of the Labor Code is not allowed. Changes to the TC are carried out by the TC developer.

103. Installation of the substation in buildings, open areas and other areas of work should be carried out in accordance with the manual (instruction) for the operation of the substation and the requirements of these FNR.

104. The device of the rail track for the installation of the substation must be carried out in accordance with the project, developed taking into account the requirements of the manual (instruction) for the operation of the substation and paragraphs 202 - 218 of these FNP.

105. Cranes must be installed in such a way that when lifting the load, it is not necessary to first pull it up with an inclined position of the cargo ropes and it would be possible to move the load lifted at least 500 mm higher than the equipment, stacks of goods, rolling stock on the way.

The booms of cranes, when they are rotated or moved, must also be at least 500 mm higher than the equipment and objects encountered on the way.

When installing cranes controlled from the floor or by radio, free passage must be provided for the worker operating the crane.

106. Installation of cranes over industrial premises for lifting and lowering loads through a hatch (opening) in the ceiling is allowed when one room is located directly above the other.

The hatch in the ceiling must have a permanent fence with a height of at least 1000 mm with a continuous fence at the bottom to a height of 100 mm with a mandatory light signaling device (illuminated inscription) that warns of both the presence of cargo above the hatch and the lowering of the cargo, as well as the presence of inscriptions prohibiting the presence of people under the transported cargo.

Installation of stationary electric hoists or winches above the production premises for lifting loads through a hatch in the ceiling is not allowed.

107. Installation of cranes moving along an elevated rail track must be carried out in compliance with the following requirements:

a) the distance from the top of the crane to the ceiling of the building, the lower chord of roof trusses or objects attached to them must be at least 100 mm;

b) the distance from the flooring of the platforms and the gallery of the support crane, with the exception of the flooring of the end beams and bogies, to the continuous ceiling or filing of the roof, to the lower belt of the truss trusses and objects attached to them, as well as to the lowest point of the crane operating a tier above, should be at least 1800 mm;

c) the distance from the protruding parts of the ends of the crane to the columns, walls of the building and the railings of the walk-through galleries must be at least 60 mm. This distance is set with a symmetrical arrangement of the crane wheels relative to the rail;

d) the distance from the lower point of the crane (not counting the lifting device) to the floor of the workshop or areas where people can be during the operation of the crane (with the exception of areas intended for crane repair) must be at least 2000 mm. The distance between the lower overall point of the crane cabin and the workshop floor must be at least 2000 mm or (in justified cases) from 500 to 1000 mm;

e) the distance from the lower protruding parts of the crane (not counting the load-handling body) to the equipment located in the coverage area must be at least 400 mm;

f) the distance from the protruding parts of the control cabin and the cabin for servicing trolleys to the wall, equipment, pipelines, protruding parts of the building, columns, roofs of utility rooms and other objects relative to which the cabin moves must be at least 400 mm.

108. The horizontal distance between the protruding parts of a crane moving along a ground crane track and buildings, stacks of goods and other objects located at a height of up to 2000 mm from the ground level or work platforms must be at least 700 mm, and at a height of more than 2000 mm - not less than 400 mm.

Vertical distance from the counterweight console or from the counterweight located under the console tower crane, to the sites where people can be, there must be at least 2000 mm.

109. Installation of electric hoists and monorail carts with automatic or semi-automatic control, in which the specified PS is not accompanied by a crane operator or operator, should exclude the possibility of touching the building elements, equipment and cargo stacks with the load.

On the route of the specified PS, the presence of people should be excluded. Over the carriageway and over the passages for people, safety ceilings (mesh) must be installed that can withstand a falling load.

110. The installation of cranes moving along a rail track in the protected zone of overhead power lines must be agreed with the owner of the line. Approval for such an installation to perform construction and installation work should be kept together with the PPR.

111. The installation of boom-type cranes, hoists (towers) should be carried out on a planned and prepared site, taking into account the category and nature of the soil. It is not allowed to install a boom-type crane, a hoist (tower) for working on freshly poured uncompacted soil, as well as on a site with a slope exceeding that specified in the passport.

112. The installation of the jib crane must be carried out so that during operation the distance between the rotary part of the crane in any position and buildings, stacks of goods and other objects is at least 1000 mm.

113 . If it is necessary to install a jib or railway crane, loader cranes, hoists (towers) on outriggers, substations are installed on all available outriggers. Strong and stable linings must be placed under the supports in accordance with the operational documentation.

114. Jib cranes, loader cranes, hoists (towers), pipe-laying cranes at the edge of the slope of the pit (ditch) must be installed in compliance with the distances specified in table 2, given in Appendix No. 2 to these FNR. With a pit depth of more than 5 m and if it is impossible to comply with the distances indicated in the table, the slope must be strengthened in accordance with the PPR.

115. Installation and operation of boom-type cranes, hoists (towers), pipe-laying cranes at a distance of less than 30 m from the outermost wire of a power line or an overhead electrical network with a voltage of more than 42 V are carried out only according to an order-tolerance that determines safe conditions work.

When performing work in the security zone of the power line or within the gaps established by the Rules for the Protection of High-Voltage Electric Networks, a work permit is issued only with the permission of the organization operating the power line.

The order of operation of cranes, hoists (towers) or pipe-laying cranes near a power transmission line made with a flexible insulated cable is determined by the owner of the line. The issuance of a work permit in this case is not required.

The duration of the work permit is determined by the organization that issued it.

The work permit is issued to the operator of the lift (tower) or crane operator before starting work.

1. GENERAL PROVISIONS

1.1. In accordance with the requirements of "" approved. 1.2. Specialists responsible for the safe performance of work using PS are appointed by order of the organization, after certification in attestation commission and issuing job descriptions (against signature).

Periodic certification of specialists responsible for the safe performance of work using PS is carried out once every five years.

1.3. The names of responsible persons must be indicated on a sign posted in a conspicuous place at a permanent work site. A copy of the order on the appointment of responsible persons must be located at the work site.

1.4. During vacations, business trips, illness and in other cases of absence of a responsible person, the execution of his duties is assigned by order to another employee with the appropriate qualifications.

1.5. The specialist responsible for the safe performance of work using PS must know:

1.5.1. Requirements normative documents in the field of industrial safety.

1.5.2. Electrical safety requirements in the organization and conduct of work with the use of PS.

1.5.3. Job description for the specialist responsible for the production of work, using PS.

2. RESPONSIBILITIES

2.1. The specialist responsible for the performance of work using PS is obliged to:

2.1.1. Instruct maintenance personnel on the safe performance of the work ahead.

2.1.2. Ensure service personnel have production instructions and personal protective equipment

2.1.3. Do not allow untrained and non-certified personnel to service the PS.

2.1.4. Determine the number of slingers, as well as the need to appoint signalmen during the operation of the substation.

2.1.5. Do not allow unmarked, faulty or non-corresponding to the nature and weight of the cargo removable load-handling devices and containers to be used. Remove defective load-handling devices and containers from the place of work.

2.1.6. Indicate to crane operators and slingers the place, procedure and dimensions of warehousing cargo.

2.1.7. Directly supervise work during loading and unloading of gondola cars when moving cargo by several substations, near power lines, inside an existing workshop, when moving cargo with the help of substations above the ceilings, under which industrial or service premises are located, where people can be, when moving cargo that is not slinging schemes have been developed, as well as in other cases provided for by the projects for the production of works or technological maps.

2.1.8. Do not allow work to be carried out without a work permit in the cases provided for.

2.1.11. Do not allow the installation of mobile substations on freshly poured uncompacted soil and sites with a slope exceeding that specified in the passport.

2.1.12. Post at the place of work a list of the main goods transported by the PS with an indication of their weight. Give the list to the crane operators and slingers servicing jib cranes during construction and installation work. If there are no individual goods in the list, give the crane operator information about their weight.

2.1.13. Determine the places for storing goods, provide them with the necessary technological equipment and devices (cassettes, pyramids, racks, ladders, stands, linings, gaskets, braces, etc.) and instruct crane operators and slingers regarding the order and dimensions of warehousing goods.

2.1.14. Do not allow the operation of the substation in the absence of a record of its serviceability in the waybill and logbook.

2.1.15. Control the availability of slinging schemes at the work sites using PS, graphic representations of methods of slinging, tying and hooking of goods, as well as methods for safe tilting of goods when such an operation is performed using PS.

2.1.16. Do not allow the movement of PS bricks on pallets without a fence. It is allowed to lift bricks on pallets without fencing during loading and unloading on the ground Vehicle.

2.1.17. Do not allow people to be in the cab and in the back of the vehicle during its loading and unloading.

2.1.18. Do not allow the supply of materials, products into window and other openings without receiving platforms.

2.1.19. Follow the instructions of the inspector of Rostekhnadzor and the specialist responsible for the implementation of production control during the operation of the substation

2.1.20. Do not allow landing in the container raised by the PS, and the presence of people in it.

2.1.21. Do not allow people to be under the crane boom when it is raised and lowered without a load.

2.1.22. Do not allow the use of PS for pulling loads.

2.1.23. Inspect removable load-handling devices within the time limits stipulated by the FNP.

2.1.24. Remove damaged lifting gear from service.

2.1.25. Issue a decision to put into operation mobile substations (with a record of permission in the logbook) after moving them to a new facility.

2.1.26. Make decisions on the commissioning of load-handling devices and containers (with an entry in a special journal)

2.1.27. Do not allow the load to be suspended during a long break or at the end of work. When the PS is operating near power lines or inside the existing workshop, the specialist responsible for the safe performance of work using the PS must:

2.2.1. Indicate to the driver the place of installation of mobile substations.

2.2.2. Organize work in accordance with the project, flow chart and work permit.

2.2.3. Familiarize the personnel with the security measures specified in the work permit against receipt.

2.2.4 Ensure the implementation of measures for the safe conduct of work specified in the work permit.

2.2.5. At each rearrangement of mobile substations, check the correctness of its installation, the implementation of the measures specified in the work permit and issue the driver a permit to operate the crane with an entry in the logbook.

2.2.6. Constantly monitor the observance of safety measures by the cheating personnel.

2.2.7. When instructing machinists and slingers, the person responsible for the safe performance of work with cranes must pay Special attention on the:

2.3.1. The inadmissibility of people being under the transported load and near the operating jib crane in order to avoid pinching people between the swivel and non-swivel parts of the crane and injuring them with the load.

2.3.5. It is inadmissible to lift with a crane a load covered with earth or frozen to the ground, laid with other loads, reinforced with bolts or poured with concrete, as well as metal and slag frozen in a furnace or welded after draining.

2.3.6. Correct installation of jib cranes (requirements for the site, dimensions, etc.).

2.3.7. Inadmissibility of PS overload.

2.3.8. The need to comply with safety requirements when performing work with jib cranes near the power line and inside the existing workshop, prohibiting the installation of cranes to work under the wires of the existing power line.

2.3.9. Inadmissibility of people being on the rolling stock during its loading and unloading by cranes.

2.3.10. Compliance established order performance of work related to the access to the rail tracks of overhead cranes.

2.3.11. The need to comply with the requirements of projects for the production of works and technological maps.

2.3.12. Compliance with safety measures when slinging and moving explosive and flammable or poisonous goods.

2.4. The person responsible for the safe performance of work with cranes is obliged to stop the operation of the crane when:

2.4.1. Wind speeds exceeding the allowable for this crane (it is necessary to require the crane operator to take measures to prevent the crane from being stolen by the wind), snowfall, rain or fog, thunderstorms, at temperatures below those indicated in the passport and other cases when the crane operator does not distinguish between the signals of the slinger or the transported load.

2.4.2. Identification in technical condition crane of dangerous defects, malfunctions (damage and destruction of metal structures, malfunction of brakes, safety devices, damage to ropes of blocks, drums).

2.4.3. Inadmissible drawdown and detection of other dangerous defects of the crane track.

2.4.4. Lack of trained and certified machinists and slingers.

2.4.5. The absence of the necessary load-handling devices and containers.

2.4.6. Expiration of the period of technical examination or the standard service life of the crane.

2.4.7. Insufficient illumination of the work site by the crane.

2.4.8. The appearance of other reasons affecting the safety of work.

2.4.9. His forced absence during the operation of the crane according to the permit near the power transmission line, inside the existing workshop and in other cases provided for by the projects for the production of works.

3. EMERGENCY ACTIONS

3.1. In the event of an accident or an accident during crane operation, the person responsible for the safe performance of work with cranes must report the incident to his manager and ensure the safety of the situation at the site of the accident or accident, if this does not pose a danger to human life and health.

3.2. Take measures to provide medical assistance to the injured.

4. RIGHTS

4.1. The specialist responsible for safe production using PS is responsible and has the right to:

4.1.1. Remove from the performance of work the personnel who allowed the increase in the requirements of production instructions during the operation of the substation.

4.1.2. Raise a question to management about imposition disciplinary action on employees who violate the requirements of production instructions during the operation of the substation.

5. RESPONSIBILITY

5.1. The specialist responsible for safe production using PS is responsible, within the limits determined by the current legislation of the Russian Federation, for:

5.1.1. The FPN violations committed by him and regardless of whether or not it led to an accident or an accident.

5.1.2. Violation of instructions by subordinate personnel.

5.1.3. Issuance by him of instructions or orders forcing employees subordinate to him to violate the FPN and the requirements of the production instructions.

5.1.4. Unauthorized resumption of work by cranes stopped by order of officials of the Federal Service for Ecological, Technological and Nuclear Supervision or a specialist responsible for production control during the operation of the substation.

1.1. In accordance with the requirements of the federal norms and rules in the field of industrial safety “Safety Rules for Hazardous Production Facilities Using Lifting Structures”, the heads of organizations and individual entrepreneurs who own lifting structures must appoint a specialist responsible for the safe performance of work using lifting structures.

1.2. Specialists responsible for the safe performance of work using lifting structures are appointed workers from among the foremen, superintendents, and site supervisors. In warehouses of materials, warehouse managers and foremen are appointed as such responsible specialists.

1.3. Specialists responsible for the safe performance of work using lifting structures must be appointed in each workshop, at each site, at each construction site or other area of ​​work where work is carried out using lifting structures.

1.4. Specialists responsible for the safe performance of work using lifting structures are appointed by order of the enterprise after training and testing their knowledge of the relevant sections of the Rules, job description, production instructions for crane operators, crane operators (drivers), operators (drivers) and slingers by a commission with the participation of an inspector from Rostekhnadzor and issuing him an appropriate certificate and job description. Periodic verification of knowledge of job descriptions and these FNR of specialists, specialists responsible for the safe performance of work, should be carried out in accordance with the administrative act of the operating organization and carried out by its commission.

1.5. Responsibility for the safe performance of work using lifting structures at each work site during each shift should be assigned to only one employee. The names of these persons must be indicated on a sign posted in a conspicuous place of the permanent work site. A copy of the order on the appointment of responsible persons must be located at the work site.

1.6. If the owner of the lifting structure is not able to appoint specialists responsible for the safe performance of work using lifting structures, it is allowed, in agreement with the Rostekhnadzor body, to assign their duties to employees of another organization under an agreement concluded with it.

1.7. For the period of vacation, business trip, illness and in other cases of absence of a specialist, the execution of his duties must be assigned by order to another employee in the manner prescribed by the rules.

1.8. The specialist responsible for the safe performance of work using lifting structures must know:

  • relevant sections of the rules;
  • the requirement of electrical safety in the organization and conduct of construction and installation and loading and unloading works by lifting structures;
  • job description of a specialist responsible for the safe performance of work using lifting structures;
  • production instructions for the crane operator, crane operator (driver) and operator (driver) and slinger;
  • instructions for inspecting slings and containers;
  • requirement for projects for the production of construction and installation works and flow charts for loading and unloading operations using lifting structures;
  • the correct methods of slinging and hooking cargo;
  • requirements for removable load-handling devices and containers, the procedure for their selection and use;
  • norms for rejection of load-handling devices, containers, steel ropes and chains;
  • the procedure for organizing and carrying out construction and installation and loading and unloading operations from lifting structures;
  • the order of warehousing of goods;
  • requirements for the installation of lifting structures;
  • general information on the arrangement of lifting structures (their parameters and cargo characteristics, the purpose of safety devices, stability during operation, etc.);
  • requirements for crane tracks;
  • requirements for organizing and ensuring the safe performance of work by boom self-propelled lifting structures near power lines;
  • sign signaling used when moving goods by lifting structures;
  • organization of technical supervision and safe maintenance of lifting structures at the enterprise;
  • information letters and directives of the Rostekhnadzor bodies on the prevention of accidents and accidents in the performance of work with lifting structures;
  • the procedure for issuing and issuing work permits in cases provided for by the FNP.

2. Responsibilities.

2.1. The specialist responsible for the safe performance of work using lifting structures is obliged to:

  • give service personnel(for crane operators, crane operators (drivers), operators (drivers), operator, slingers) the time required to receive and hand over a shift;
  • provide slingers with distinctive signs and protective equipment;
  • organize the work of lifting structures in accordance with safety rules, work production projects, specifications and technological regulations;
  • instruct crane operators, crane operators (drivers), operators (drivers) and slingers on the safe performance of the work ahead;
  • not allow untrained and non-certified personnel to service lifting structures, determine the number of slingers, as well as the need to appoint signalmen when working with lifting structures;
  • do not allow unmarked, faulty or non-corresponding to the nature and weight of cargo removable load-handling devices and containers to be used, remove defective devices and containers from the place of work;
  • indicate to crane operators, crane operators (drivers), operators (drivers) and slingers the place, procedure and dimensions of cargo storage;
  • directly manage work when loading and unloading gondola cars, when moving cargo with several lifting structures, near a power line, when moving cargo with lifting structures above ceilings, under which industrial or service premises are located, where people can be, when moving cargo for which schemes have not been developed slinging, as well as in other cases provided for by the projects for the production of works or technological regulations;
  • control compliance with the brand system during the operation of bridge lifting structures;
  • 10) not to allow the performance of work without an order - admission in cases provided for by the Rules;
  • provide workers with the necessary means and devices for the safe performance of work with lifting structures;
  • monitor the fulfillment by crane operators, crane operators (drivers), operators (drivers) and slingers of production instructions, projects for the production of work and technological regulations;
  • do not allow the installation of boom lifting structures and cranes on sites with a slope exceeding the passport value for a given lifting structure, on freshly poured uncompacted soil, as well as near the slopes of pits or trenches at an unacceptable distance;
  • hang out at the place of work a list of goods moved to lifting structures with an indication of their mass. Crane operators, crane operators (drivers), operators (drivers) and slingers servicing boom self-propelled lifting structures during construction and installation works, such a list should be handed out, in the absence of individual goods in the list, give it to the crane operator, crane operator (driver) and operator (to the driver) information about their weight;
  • determine the places for storing goods, provide them with the necessary technological equipment and devices (cassettes, pyramids, racks, ladders, etc.) and instruct crane operators, crane operators (drivers), operators (machinists) and slingers regarding the order and dimensions of cargo storage;
  • require the crane operator to install a self-propelled boom lifting structure on additional supports, when required by the load characteristics, to prevent the operation of a lifting structure that is not installed on all supports;
  • ensure the safety of test loads to check the limiters of the lifting capacity of lifting structures;
  • do not allow the operation of the lifting structure in the absence of a record of its serviceability in the waybill or logbook;
  • ensure that at the work sites, lifting structures are hung out or handed over to crane operators, crane operators (drivers) and operators (drivers) and slingers, graphic images of the methods of tying and hitching loads;
  • prevent the movement of bricks on pallets by lifting structures without a fence over people;
  • prevent people from being in the cab and body of the vehicle during its loading and unloading;
  • prevent the supply of materials, products into window and other openings without receiving platforms;
  • comply with the instructions of the inspector of Rostekhnadzor and the engineering and technical worker to supervise the safe operation of hoisting machines;
  • prevent landing in a container raised by a lifting structure, and the presence of people in it;
  • prevent people from being under the boom of the lifting structure when it is raised and lowered without a load;
  • be trained and have a duly issued certificate for the right to independent work for relevant types of activities;
  • know the performance criteria of the applied substations in accordance with the requirements of the manual (instruction) for the operation of the applied substations, the technological process of transporting goods;
  • in the event of a threat of an emergency, inform your immediate supervisor about this;
  • know the procedure for actions according to the instructions of the operating organization in case of accidents and incidents during the operation of the substation, as well as follow these instructions;
  • pass, in accordance with the established procedure, certification for knowledge of these FNP and not violate them in the process of performing work.

2.2. When operating boom self-propelled lifting structures and loader cranes near a power line, a specialist responsible for the safe performance of work using lifting structures must:

  • organize work in accordance with the project, technological map and work permit;
  • ensure the implementation of measures for the safe conduct of work, indicate in the work permit;
  • inform crane operators, crane operators (drivers), operators (drivers) and slingers (against signature in the work permit) about safety measures when operating a lifting structure or a loader crane near a power line;
  • at each rearrangement of the lifting structure, check the correctness of its installation, the implementation of the measures set forth in the work permit, and issue permission to the crane operator, crane operator (driver) and operator (driver) to operate the lifting structure with an entry in the watch log;
  • constantly (without leaving the place of work) monitor compliance with safety measures by the crane operator or operator and slingers.

2.3. When instructing crane operators, operators and slingers, the specialist responsible for the safe performance of work using lifting structures should pay special attention to:

  • the inadmissibility of people being under the transported load and near the operating self-propelled boom or tower lifting structure in order to avoid trapping people and injuring them with the load;
  • strict observance of the methods of slinging, hooking of goods and the correct use of load-handling devices and containers;
  • the inadmissibility of moving people or cargo with people on it by a crane;
  • the danger of pulling loads along the ground, floor or rails with a hook of a lifting structure, as well as other movements of goods with an inclined position of cargo ropes;
  • the inadmissibility of lifting by lifting structures of cargo covered with earth or frozen to the ground, laid down by other cargoes, reinforced with bolts or poured with concrete, as well as metal and slag that has solidified in a furnace or welded after draining;
  • correct installation of boom self-propelled lifting structures (requirements for sites, dimensions, etc.)
  • inadmissibility of overloading of load-lifting lifting structures;
  • strict observance of the procedure for the performance of work by self-propelled boom lifting structures and loader cranes near the power line, prohibition of installing cranes for work under the wires of the existing power line;
  • the inadmissibility of people being on the rolling stock during its loading and unloading by lifting structures;
  • compliance with the established procedure for performing work related to the access of people to the crane tracks of overhead cranes;
  • the need for strict compliance with the requirements of projects for the production of works and technological maps when moving goods;
  • compliance with safety measures when slinging and moving explosive and toxic cargoes;
  • danger of being between the transported cargo and structures, equipment, stacks of cargo, etc.

2.4. The person responsible for the safe performance of work with cranes is obliged to stop the operation of the lifting structure when:

  • unfavorable meteorological conditions - heavy snowfall, fog, downpour, thunderstorm, unacceptable wind force (it is necessary to require the crane operator, crane operator (driver) and operator (driver) to take measures to prevent theft of the lifting structure by wind);
  • detection of dangerous defects and malfunctions in the technical condition of the lifting structure (damage and destruction of metal structures, malfunction of brakes and safety devices, damage to ropes, blocks, drums);
  • unacceptable drawdown and the appearance of other dangerous defects of the crane track;
  • lack of necessary load-handling devices and containers;
  • lack of trained and certified crane operators, crane operators (drivers), operators (drivers) and slingers;
  • the air temperature is below the permissible value specified in the passport of the lifting facility;
  • insufficient illumination of the work site by lifting structures;
  • manifestation of other reasons affecting the safety of work;

2.5. In the event of an accident or an accident while working with lifting structures, the person responsible for the safe performance of work using lifting structures must report the incident to the administration of the enterprise (owner) and ensure the safety of the situation at the site of the accident or accident, if this does not pose a danger to human life and health.

3. Rights.

3.1. The specialist responsible for the safe performance of work using lifting structures has the right to:

  • remove personnel (crane operators, crane operators (drivers), operators (drivers) and slingers) from performing work using lifting structures that violate the requirements of production instructions;
  • raise a question before the administration of the enterprise (owner) about the punishment of crane operators, crane operators (drivers), operators (drivers) and slingers who violate production instructions.

4. Responsibility.

4.1. The specialist responsible for the safe performance of work using lifting structures is responsible in accordance with applicable law for:

  • the violations of the FNP and the job description committed by him, regardless of whether or not this led to an accident or an accident;
  • violation of production instructions by subordinate personnel;
  • the issuance of instructions or orders to them, forcing employees subordinate to him to violate the FNP and production instructions;
  • unauthorized resumption of work by lifting structures stopped by an inspector of Rostekhnadzor or a specialist responsible for exercising production control during the operation of a lifting structure;
  • failure to take measures to prevent the operation of lifting structures with dangerous violations of safety rules and instructions that can lead to an accident or injury to people.

Can an organization operating HIFs with PS involve employees of other organizations, including specialized ones, licensed by Rostekhnadzor for the right to conduct an industrial safety review, to perform the duties of these specialists?

Answer:“Clause 151 of the FRR on PS determines that the number of specialists of the operating organization should be determined by the operating organization’s administrative act, taking into account the requirements of subparagraph “g” of paragraph 23 of these FRR, as well as taking into account the number and actual operating conditions of the PS. According

a specialist responsible for the safe performance of work using PS (hereinafter referred to as the Specialists).

Based on the above, the appointment of Specialists from among the employees of third-party organizations is not allowed. However, FNP for PS
do not establish restrictions on the involvement of specialists working part-time (Article 282 of the Labor Code of the Russian Federation). At the same time, these specialists bear full responsibility for compliance with the requirements established by the FNP for PS.

(PPRk, PPR PS) - the governing organizational and technological documentation, which lists the measures and methods for the use of lifting structures during the installation, dismantling of various elements, structures, products and materials. The list of lifting mechanisms covers a wide range of substations: tower, bridge, portal, cantilever and truck cranes, construction hoists and equipped with platforms for workers, electric hoists, winches.

PPRk is developed for the entire structure being erected (dismantled) or its individual parts (in stages). It all depends on the technological processes during which lifting devices are used, the order and time of their implementation.

PPR PS must arrive at the construction site at least 5 days before the start of the construction and installation work. This is necessary to familiarize the responsible personnel and employees (drivers, slingers) performing the technological processes specified in the document.

Development of PPRk

Experts can compose:

  • Experienced in construction and installation work using cranes or other lifting structures.
  • Specially trained.
  • Having a valid certification in the relevant field. This requirement applies to the coordinating and approving persons.

The employees of the contractor, subcontractor, customer, specialized organization that meet the listed requirements have the right to carry out the development. For unique and one-time construction and installation works, most often choose last option, as the companies involved in the preparation of project documentation have the greatest experience. Crane production project developed on the basis of:

  • Technical assignment submitted by the customer.
  • Construction conditions at operating enterprises.
  • Passed PIC approval.

Along with these documents, the FNP for PS is used, which lists the requirements for the safe operation of lifting structures at facilities containing danger. The rules for drafting the project are in the RD PPRk.

Composition of the PPRk

Compilation of the OTD requires large-scale calculations, proper study of the construction site, the list of equipment used, and technological processes.

PPRk confirms that the characteristics of the cranes used correspond to the conditions of the construction and installation works. The wind load and seismic activity at the place of use of the substation, the safe distance from overhead power lines, pedestrian traffic areas, and vehicles are taken into account. The document should indicate how close you can approach the equipment, structure, areas where building materials and structural elements are stored.

If the cranes work near the pits, indicate the requirements for their installation and use. Separate calculations for safe operation are needed if several substations are involved, standing in parallel or on the same rails. IN PPRk reflect the applied pointers and delimiters.

Slinging and warehousing

IN PPR PS includes a list of load handling devices used. When developing, it is necessary to select and graphically depict the methods of tying the goods transported with the help of lifting structures. Drawings and diagrams are drawn up for each transported element when their dimensions and weight differ significantly. To accomplish these tasks, special means of forcibly limiting the area of ​​work of the substation are chosen. It is required to reduce the speed of the boom to a minimum when the load is at a distance of less than 7 m from the border of the construction site.

Safety distances and graphic information

PPR PS applies to the conditions of transportation of goods. The document contains safety distances:

  • From the bottom of the transported cargo to the elements of buildings and structures that protrude more than others vertically. The minimum distance is 0.5 m. If the platforms and ceilings where people work are above all, then the safe distance should exceed 2.3 m. The calculation takes into account the length of the slings and the dimensions of the traverses (if used).
  • Boom elements, counterweight to the highest parts of objects.

If an on-site lift will be used during the construction and installation work with the JV, development of PPRk includes the choice of conditions and measures for installation, proper operation. The CTD lists the circumstances under which it is impossible to carry out work at height:

PPR for loading and unloading works

For typical operations and those carried out at stationary sites using cranes, a TC is drawn up. But if they are classified as complex (for example, the movement of goods by two hoisting mechanisms), the development of a PPR is required, taking into account the characteristics of the technological processes being performed. Certification for the development of PPRk

Certification of specialists, managers is carried out on the basis of RD 03-444-02. The exam is taken by the commission of the organization and departments of the Gosgortekhnadzor of Russia. Control and responsibility

The documentation developer is responsible for compliance with industrial safety requirements.
