General Director of Mosgortrans. The Deputy General Director of the State Unitary Enterprise "Mosgortrans" turned out to be a tram boor! A new general director of the State Unitary Enterprise "Mosgortrans" has been appointed

On August 24, 2016, on Raushskaya embankment, opposite the administrative building of the State Unitary Enterprise "Mosgortrans", at the invitation of the labor collective of the State Unitary Enterprise "Mosgortrans" and the leadership of the "Interregional Trade Union of Transport Workers", a meeting was held between the deputy of the Moscow City Duma Zubrilin Nikolai Grigorievich and the employees of the State Unitary Enterprise "Mosgortrans".

During 1990–2008 Various structural changes have repeatedly occurred in the structure of Mosgortrans. On October 1, 1991, MMPO Mosgortrans was transformed into the Moscow Passenger Transport Committee. Most recently, the company had 48 branches, now their number has been reduced to 38. State Unitary Enterprise Mosgortrans is laying off staff under the guise of optimization. The merger of bus depots, bus depots with trolleybus depots, and the consolidation of tram depots into a tram department are being carried out. At the same time, maintenance and repairs have deteriorated significantly Vehicle. There is a decline in social labor guarantees employees, drivers, repairmen, etc. The work and rest schedule of drivers is deteriorating.

On all these problems, the Communist Party faction held a round table in the Moscow City Duma. Moscow City Duma deputy N.G. Zubrilin briefly spoke about the current situation and gave the floor to the chairman of the primary trade union organization of workers of the Novokosinsk bus and trolleybus depot of the State Unitary Enterprise Mosgortrans, Alexander Petrovich Desetirik. In his speech, Desetirik A.P. said that with the optimization carried out in the State Unitary Enterprise "Mosgortrans" the situation worsened financial position drivers, i.e. decreased wage. In this regard, drivers have to go to work on their days off and work hours, neglecting rest. The quality of repairs of buses and trolleybuses has sharply decreased. There are no spare parts in warehouses. Buses and trolleybuses are idle waiting for spare parts. There are no headlight bulbs, fog light bulbs, or fuses. And these are the most necessary and in demand every day, the so-called Consumables. Buses and trolleybuses enter the line technically faulty, speedometers often do not work. Operation with such malfunctions public transport prohibited. But the park management forces drivers to drive onto the line. The management does not provide a replacement for a faulty vehicle with a technically sound one. It simply doesn't exist.

At some terminal stations, control centers are closed, or they are at a great distance from the terminal station and the driver cannot go to meet his needs between trips. Canteens for drivers are closed at many terminal stations. For this reason, in order to somehow resolve these pressing issues and resolve them at the round table on March 18, 2016. A round table meeting on the problems of the State Unitary Enterprise “Mosgortrans” was held in the Moscow City Duma. Almost all heads of branches and State Unitary Enterprise "Mosgortrans", drivers of buses, trolleybuses and trams of various branches were invited. But the management of the State Unitary Enterprise Mosgortrans and its branches did not appear at the meeting, and the drivers who were invited to the meeting were not allowed to attend the Round Table using intimidation and threats. Some people were put on guard duty specifically that day, others were forced to write a refusal to go to the meeting, they were even summoned from the legal weekend required by the Labor Code and put on duty duty. The “Round Table” meeting in the Moscow City Duma took place, all those present exchanged opinions, proposals and built a normal system for resolving issues, in strict accordance with “ Labor Code"and taking into account the opinions of all employees of the State Unitary Enterprise "Mosgortrans".

After the end of the meeting, repressions against the participants of the Round Table began in the branches of the State Unitary Enterprise Mosgortrans. For (budgetary funds) spying illegal total surveillance was established for the drivers. Instead of putting things in order in their departments and eliminating existing shortcomings, managers at various levels, like prison guards, watch daily video recordings of vehicle recorders from participants in the “Round Slot” and come up with various quibbles in order to fire unwanted drivers! For the slightest violations, disciplinary sanctions began to be imposed, then dismissals. On August 16, 2016, the bus driver Maniya M.Z. was fired. They started following him a long time ago. He was fired under the article, without asking that he had a dependent family, and the child was only 1 year and 2 months old. He has no other specialty other than being a bus driver.

At the commission, the director said that “we fire you mainly because you are a member of another trade union.” I, as the chairman of the local committee of the Primary Trade Union Organization, am not allowed into the territory of the enterprise. I contacted the Perovsky District Prosecutor's Office and the Department of Internal Affairs with a statement that it was being violated the federal law No. 10 “About trade unions, their rights and activities”, but an unsubscribe comes. The next speaker was the Chairman of the Interregional Trade Union of Public Transport Workers and the Chairman of the Primary Trade Union Organization of Workers of the Tram Administration of the State Unitary Enterprise "Mosgortrans" Yuri Vladimirovich Dashkov. He also said that the working conditions of tram drivers had worsened, wages had decreased, and after a round table meeting in the Moscow City Duma, surveillance and repression began against the drivers.

Since August of this year, an illegal instruction was received - drivers were forcibly issued travel coupons for several working days and drivers were required to keep the coupons at home, but no more than three days; drivers must regularly report for the coupons. Thus, the optimization of drivers of trams, buses and trolleybuses affected the additional burden on drivers. There is no additional payment for this type of purchase and storage, but material liability There is. The question arises: why should drivers perform additional non-core work that interferes with traffic safety? At the whim of management, the driver is responsible for storing travel passes. And if canceled tickets or tickets with minor damage are found, the driver is obliged to compensate for the damage. But what’s interesting is that when receiving a travel ticket, the driver does not know whether the ticket has been redeemed or not. To check all the tickets, the driver often does not have enough time to leave the depot for the line, and he has no right to be late, he will be punished for this!

There was some provocation. At the meeting place of the Moscow City Duma deputy with employees of the State Unitary Enterprise "Mosgortrans" a deputy appeared general director State Unitary Enterprise "Mosgortrans" Alexey Mikhailovich Velichko and deputy director of the branch of the Novokosinsk bus and trolleybus depot E.A. Kiselev. They immediately began to interfere with the conduct of the event, interrupting the speakers, Mr. Velichko himself reduced his behavior to the level of a tram Ham! Honestly, I was ashamed of him! This kind of behavior, I remember, was common among racketeers in the 90s; with a boorish smile and corrupt manners, he provoked speakers into a scandal. But nothing worked out for him, the participants did not follow the provocateur’s lead and held the event to its logical conclusion. A.M. Velichko repeatedly appealed to the police officers so that all posters were rolled up and all participants in the meeting with the Moscow City Duma deputy were taken away and taken to the police. At the same time, he himself did not introduce himself to anyone. Moscow City Duma deputy of the Communist Party faction Nikolai Zubrilin calmly explained to A.M. Velichko. that a meeting is being held here with employees of the State Unitary Enterprise Mosgortrans. But Velichko A.M. continued to demand that the posters be rolled up and everyone arrested!

Mr. Velichko got himself into hysterics, lost his temper, became completely inadequate and was ready to attack people with his fists. In such a situation, in order to save people, the posters had to be folded! As they say, people’s health is more valuable than making concessions to a person who has entered a depressive stupor!

As the event progressed, it was time for questions. Participants of the event asked a question to the deputy head of the State Unitary Enterprise "Mosgortrans" Mr. Velichko A.M. - does he have commercial firm registered in Cyprus offshore? Here is Mr. Velichko A.M. I was taken aback and could not answer anything, and after another question I decided to leave the event.

Following the meeting, Moscow City Duma deputy of the Communist Party faction N.G. Zubrilin expressed the opinion that the management of the State Unitary Enterprise “Mosgortrans” is obliged to enter into a constructive dialogue with the workforce and trade unions in order to jointly solve all emerging problems. The participants of the meeting prepared a Resolution; after reading it, it was handed over to the deputy for appeal to various authorities. This meeting showed that the management of the State Unitary Enterprise Mosgortrans manages the workforce using depressive methods, by intimidating drivers and repair workers, and is trying by any means to get rid of the MPROT trade union, which protects the rights of hired workers.

After the event, near the administration building of the State Unitary Enterprise "Mosgortrans", a rather unsightly, provocative role of the deputy head of the State Unitary Enterprise "Mosgortrans" Mr. Velichko A.M. was revealed. He has no understanding of what he should do in his post! He can’t do anything except “press and not let go”! He does not understand the technical side of his position, does not know the peculiarities of the functioning of public transport in Moscow, and does not understand at all the problems that exist today in various branches. He is far from transport system Moscow, both in terms of education and human qualities. He cannot work constructively with people, having dictatorial habits and low moral qualities he organizes various intrigues, splits labor collectives, sets certain groups of drivers against others, thereby undermining the authority of those leaders who actually carry out important work and, managing his subordinates, tries to minimize all the risks of today's reality that arise for various reasons in the State Unitary Enterprise "Mosgortrans".

In conclusion, I would like to say that Deputy of the Moscow City Duma Nikolai Zubrilin will appeal to the Mayor of Moscow Sergei Semenovich Sobyanin and ask him to dismiss the deputy head of the State Unitary Enterprise "Mosgortrans" Mr. A.M. Velichko. for extreme unprofessionalism, for a provocative attitude towards drivers working in various branches of the State Unitary Enterprise "Mosgortrans", for the inability to constructively consider complaints and suggestions, for the inability to work with people, for spy mania instilled in relations with drivers, for artificially inciting conflicts within work collectives.
