Issues of further cooperation between the Republic of Tatarstan and the Rostec State Corporation were discussed today at a meeting of the President of the Republic of Tatarstan Rustam Minnikhanov with the industrial director of the cluster of conventional weapons, ammunition and special chemicals of the Rostec State Corporation Sergei Abramov, the press service of the head of the Republic of Tatarstan reports.

In particular, it was noted that on September 6, 2018, the Federal Air Transport Agency of Russia issued a type certificate for the T-500 specialized aircraft for performing aerial chemical work. Thus, the T-500 became the first in history modern Russia certified agricultural aircraft.

The T-500 project is being implemented by the Obninsk NPP Tekhnologiya, which is part of the RT-Chemcomposite holding of the Rostec State Corporation, which is a manufacturer of composite aircraft airframe structures and glazing. The developer of the aircraft is the MVEN company (Republic of Tatarstan).

The T-500 certification program started in August 2017, after the signing of an agreement between the aircraft developer, the MVEN company (Republic of Tatarstan), and the Russian Aviation Register during the MAKS-2017 International Air Show. T-500 is a new generation aircraft for performing aerial chemical work. The aircraft has a composite airframe and can be operated in different climatic conditions. The aircraft is equipped with a high-speed parachute system, which allows for the rescue of the aircraft and its crew. At the beginning of 2015, the corporation decided to create a comprehensive competence center for the management of non-core and distressed assets on the basis of a separate infrastructure subsidiary - "RT - design technologies"(RT-PT). The main functions of RT-PT include the tasks of managing pre-sale preparation, developing financial recovery programs, attracting investors, preparing proposals for the repurposing of non-core assets and distribution between holding companies of the state corporation, as well as managing non-core and problem assets within the framework of trust management. These functions are derived from the corporate Rostec Center, which will retain methodological guidance, setting targets and monitoring their implementation.

Working with non-core assets consists of two key directions– the first is the sale of non-core assets and the subsequent use of proceeds for more priority areas activities, investment projects, improvement of Rostec’s strategic assets; the second is the implementation of investment and construction projects

In Rostec, taking into account the goals set by industrial directors, decisions were made to decentralize work with non-core assets and transfer it to the level of holding companies (HC) and integrated structures (IS). It is planned to maintain a centralized approach to the management of non-core assets at the level of the corporate center through a specialized competence center - RT-PT.

The purpose of the reorganization, first of all, is to increase financial result from working with non-core assets, both for corporations and holdings. 2017: RT-Project Technologies received government preferences

On February 20, 2017, the press service of the Rostec Corporation announced that the Government of the Russian Federation had made a decision to select the Rostec State Corporation as the sole executor of government contracts with the Federal Treasury for the development and operation of a unified information system in the field of procurement (UIS) in 2017-2018. Comprehensive maintenance of the UIS will be performed by RT-Project Technologies JSC.

The decision of the Government of the Russian Federation was made in accordance with the instructions of the President of the Russian Federation V.V. Putin (No. Pr-103 dated January 19, 2017) and is aimed at improving the Unified Information System in order to actually reduce prices and ensure fair competition in procurement.

The UIS development project is based on such key elements as the creation of directories (classifiers), product catalogs, databases of weighted average (reference) prices, and an analytical system.

The implementation of the UIS development project will make it possible in the near future to ensure an end-to-end process from systematic procurement planning to the conclusion of contracts. At the same time, at the planning stage, automatic generation of classifier directories and catalogs for all product groups, as well as the formation of transparent competitive pricing and evaluation of the results of work and provision of services. At all stages of the UIS operation, an automatic warning function will be provided about possible deviations, both in price and quality indicators.

The advantage of this approach over the existing one is the ability to automatically analyze large amounts of information in real time with the formation of preliminary price recommendations for all procurement participants, including regulatory authorities.

This will allow government customers to ensure not only a comparison of starting prices, a reduction in the number of routine operations for manual entry and analysis of large volumes of data, and the adoption of timely and informed decisions, but also to ensure a reduction in the corruption component and a real reduction in prices. Supervisory authorities, in turn, will receive an additional preventive tool to prevent violations in the field of procurement activities.

On February 20, 2017, Rostec, within the framework of joint working groups with the Federal Treasury, began developing a system project to develop the functionality of the UIS. Work with the EIS will be carried out by domestic developers based on the Russian software open source. Previously, in accordance with the instructions of the President of the Russian Federation V.V.
