"Qualification characteristics of positions of workers carrying out activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people on water bodies and underground mining sites"

I. General provisions

1. Section "Qualification characteristics of positions of employees carrying out activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people on water bodies and underground mining sites" of the Unified qualification handbook positions of managers, specialists and employees (hereinafter referred to as the section) is intended to resolve issues related to regulation labor relations and provision effective system management of employees engaged in activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people on water bodies and underground mining sites.

2. The section contains qualification characteristics of positions of employees of emergency rescue and search and rescue units, civil defense, units of the State Inspectorate for Small Boats, the State Fire Service, paramilitary mine rescue units (hereinafter referred to as employees of the Russian Ministry of Emergency Situations).

3. The qualification characteristics included in the section (hereinafter referred to as the qualification characteristics) are intended to justify the rational division and organization of labor, the correct selection, placement and use of personnel, and ensure unity in determining job responsibilities employees of the Ministry of Emergency Situations of Russia and the qualification requirements for them.

4. Qualification characteristics are used as regulatory documents direct action or serve as the basis for the development of job descriptions containing a specific list of job responsibilities of employees of the Ministry of Emergency Situations of Russia, taking into account the peculiarities of the organization of production, labor and management. If necessary, job responsibilities included in the qualification characteristics of a certain position can be distributed among several performers.

When developing job descriptions, it is allowed to clarify the list of works that are characteristic of the corresponding position in specific organizational and technical conditions, and the requirements for special training of employees.

In order to improve the organization and increase the labor efficiency of employees of the Ministry of Emergency Situations of Russia, it is possible to expand the range of their responsibilities in comparison with those established by the corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with performing duties provided for by the qualification characteristics of other positions that are similar in content of work, equal in complexity, the performance of which does not require another specialty and qualifications.

5. The qualification characteristics of each position contain three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

The section “Job Responsibilities” establishes the main job functions that can be entrusted in whole or in part to the employee holding this position, taking into account the technological homogeneity and interconnectedness of the work, allowing for optimal specialization of workers.

The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and regulatory acts, regulations, instructions and other governing documents, methods and means that the employee must use when performing job duties.

The "Qualification Requirements" section defines the level of professional training of the employee necessary to perform the prescribed job duties, and the requirements for work experience.

6. For certain positions of employees of the Ministry of Emergency Situations of Russia, qualification classes are assigned based on the decision of the qualification (certification) commission.

7. The qualification characteristics provide for intra-job qualification categorization within the same position without changing its name.

The qualification categories for positions of employees of the Ministry of Emergency Situations of Russia contained in the section are established by the head of the relevant institution, taking into account the complexity of the work performed or professional excellence, the degree of independence and responsibility of the employee in performing job duties, attitude to work, efficiency and quality of work.

8. The section does not include qualification characteristics of positions of deputy managers. The job responsibilities of these employees, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the managers of the corresponding basic positions.

9. Persons who do not have special training or work experience established in the section “Qualification Requirements”, but have sufficient practical experience and who perform their official duties efficiently and in full, on the recommendation of the certification commission, are appointed to the appropriate positions in the same way as persons with special training and work experience.

II. Qualification characteristics of positions of emergency rescue and search and rescue personnel

Manager positions

Diving specialist (central airmobile rescue squad, regional search and rescue squad, search and rescue squad, maneuverable search team, rescue station)

Job responsibilities. Leads and organizes the work of the diving service in everyday conditions and in the conditions of occurrence and liquidation of emergency situations in water areas. Interacts within its competence with other units of the central airmobile rescue squad, regional search and rescue squad, search and rescue squad, maneuverable search group, rescue station involved in the activities of the diving service, to solve the tasks assigned to this service. Organizes the work of the diving qualification commission. Participates in the work of the diving medical commission. Monitors the staffing of regular or non-standard diving units (stations) with diving and support personnel, diving equipment and property. Leads and organizes the work of experimental diving descents, diving descents in special conditions and diving work during emergency response in water areas and flooded (submerged) objects. Conducts investigations of accidents and accidents involving divers. Represents interests in other organizations regarding the activities of the diving service and coordination of diving work during emergency response in water areas. Involves, in the prescribed manner, individual specialists in the development of working materials on diving topics (instructions, regulations), preparation of certificates, reviews and conclusions, as well as for consultations. Prohibits the use of faulty diving equipment and other technical means used in diving operations. If unsatisfactory knowledge of divers is revealed, he directs them to an extraordinary test of diving knowledge at the relevant qualification commissions or raises with the leadership of search and rescue units the question of releasing them from their positions in the prescribed manner. Removes from diving descents and work divers whose actions may contribute to an accident or pose a threat to the health or life of people during preparation, conduct of diving work and during the operation of diving equipment. Prohibits diving descents and work in cases where the requirements of labor protection rules for diving work are violated.

Senior diving specialist - higher professional (special) education, additional education in diving with the assignment of the highest diving qualification "Diving Specialist" and work experience in the position of "Diving Specialist" for at least one year.

Head of Search and Rescue Unit

Job responsibilities. Manages the activities of the search and rescue unit, coordinates the activities of search and rescue groups in readiness mode and activities in emergency situations. Participates in the development of situational tasks and plans for carrying out rescue operations, in the physical, technical and special training of persons involved in rescue operations. Supervises rescue operations in an emergency. Works to improve technologies and methods for carrying out rescue operations, the use of rescue tools and other life-saving equipment during rescue operations, as well as to introduce modern, safe methods of carrying out work, searching and locating victims. Organizes planning, recording and reporting on rescue operations. Ensures technically correct operation of the equipment used and rational conduct of rescue operations. Coordinates the work of search and rescue teams. Carries out the selection of personnel of rescuers and commanders of search and rescue groups and their placement. Assess the situation at the site (facility) of emergency rescue operations. Informs rescuers about an emergency situation in order to organize work to eliminate it. Tqualification requirements. Higher professional (technical) education and work experience in leadership positions in rescue units or as a 2nd class rescuer for at least 7 years.

Head of the maneuver search group

Job responsibilities. Manages the activities of a maneuverable search group, diving operations and descents. Carries out measures to ensure the safety of people's lives on water bodies. Participates in flood control measures. Conducts educational work among the population to prevent water accidents. Monitors compliance by the divers of the group and persons providing diving descents with labor safety rules during diving work, the correct operation of vehicles, watercraft, equipment and diving equipment, and the frequency of inspection of high-pressure vessels. Inspects diving equipment. Maintains diving documentation. Provides logistics for the group, safety of equipment and property.

Head of post (rescue)

Job responsibilities. Manages the activities of the post (rescue). On duty, carries out activities at reservoirs to protect people's lives. Ensures the readiness of rescue sailors and life-saving equipment to provide assistance to those in distress on the water. Participates in flood control measures. Conducts educational work among the population to prevent water accidents. Responsible for the safety of equipment and property of the post (rescue), maintaining established documentation. Conducts training for sailor-rescuers and vigilantes-rescuers in techniques for rescuing those in distress on the water and providing them with first aid.

Qualification requirements. Secondary vocational education, additional vocational education according to an established program, work experience as a rescue sailor for at least 2 years.

Head of the rescue station

Job responsibilities. Manages the activities of the rescue station and seasonal rescue posts. Conducts activities and monitors the safety of people's lives on water bodies. Conducts educational work among the population to prevent water accidents. Participates in flood control measures. Ensures and controls the working conditions of rescue station workers, compliance with the rules of operation of vehicles, watercraft and rescue station equipment, and maintenance of established documentation. Provides logistics to the rescue station and seasonal rescue posts, and is responsible for the safety of the equipment and property of the rescue station.

Job responsibilities. Manages the activities of the search and rescue squad, search and rescue unit (central airmobile rescue squad, regional search and rescue squad, search and rescue squad). Organizes the work and interaction of search and rescue squad units. Coordinates the activities of the search and rescue team to improve methods and means of providing assistance to those in distress. Ensures the functioning of technical means for carrying out rescue and emergency operations, delivering cargo and rescuers to the emergency zone. Participates in rescue and emergency work to provide assistance to people in extreme situations, to prevent material damage to those in distress through the introduction of new rescue equipment and equipment, modern technologies rescue, scientific organization of work, specialized selection and training of rescuers, improvement of management in emergency situations. Ensures the formation and implementation of tasks for conducting search and rescue and priority emergency recovery operations. Organizes systematic professional physical, special, medical, psychological training for search and rescue team workers. Takes measures to strengthen labor and production discipline, respect state interests, and develop creative initiative and labor activity of search and rescue team workers. Qualification requirements. Higher professional education, work experience in leadership positions in a search and rescue team, unit or as a 1st class rescuer for at least 7 years.

Head of search and rescue service (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Manages the activities of the search and rescue service, coordinates the activities of the search and rescue service in readiness mode and activities in emergency situations. Participates in the development of situational tasks and rescue plans for workers involved in rescue operations. Manages emergency rescue operations in the emergency zone. Carries out work to improve technologies for carrying out rescue operations, the use of rescue tools and other rescue equipment when performing rescue operations, the introduction modern methods carrying out work, searching and finding victims, physical, special, medical and psychological training of rescuers. Organizes accounting and reporting on rescue operations. Ensures technically correct operation of life-saving equipment, rational conduct of rescue operations, diet and medical control during work associated with various loads and climatic conditions. Specialist positions

Rescuer training instructor

Job responsibilities. Conducts exercises, training and other training activities for the training of rescuers. Participates in the preparation and conduct of educational and methodological classes and meetings, in the introduction of advanced teaching methods into practice. Participates in the development of educational, methodological and reporting documents for the training of rescuers. Forms students’ professional skills and abilities, prepares them to apply the acquired knowledge in practical work. Crisis psychologist

Job responsibilities. Participates in the development, organization and implementation of events to provide psychological assistance to various categories, social and age groups population. Participates in operational work in case of emergency situations. Provides emergency psychological assistance (including over the phone) to people in crisis situations. Provides psychological counseling assistance to the population during face-to-face consultations and by telephone. Conducts psychodiagnostic studies. Participates in professional selection and certification of specialists. Engaged in scientific and methodological work. Operational duty officer (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Receives and timely communicates signals (instructions) in the event of accidents, catastrophes, natural disasters and other emergency situations. Collects data from their emergency areas, summarizes and analyzes them, reports them to the leadership of the central airmobile rescue squad (regional search and rescue squad, search and rescue squad). Brings to the attention of the executors the orders and instructions of the leadership of the central airmobile rescue squad (regional search and rescue squad, search and rescue squad). Establishes and constantly maintains contact with cooperating bodies whose forces operate in emergency areas. Rescuer

Job responsibilities. Performs emergency rescue, search and rescue, and other emergency operations in a variety of climates using appropriate equipment. Maintains constant readiness to participate in emergency response activities. Conducts a search for victims, incl. using special search devices, takes measures to rescue them, provides them with first aid and other types of assistance. Performs duty as part of the duty shift of the search and rescue team. Explains the rules to citizens safe behavior in order to prevent emergency situations and the procedure for action in case of their occurrence. Prepares emergency rescue equipment, property and equipment for emergency rescue operations. Establishes and maintains radio communications during emergency rescue operations.

Qualification requirements.

Rescuer: secondary vocational education without requirements for work experience, mastery of two working professions necessary to perform job duties as part of a search and rescue unit.

Rescuer 3rd class: secondary vocational education, work experience as a rescuer for at least 2 years, mastery of three working professions necessary to perform job duties as part of a search and rescue unit.

2nd class rescuer: secondary vocational education, work experience as a 3rd class rescuer for at least 2 years, mastery of five working professions necessary to perform job duties as part of a search and rescue unit.

Rescuer of the 1st class: higher professional education, work experience as a rescuer of the 2nd class for at least 3 years, possession of seven working professions necessary for the performance of official duties as part of a search and rescue team.

Rescuer international class: higher professional education, work experience as a class 1 rescuer for at least 3 years, possession of eight working professions necessary to perform official duties as part of a search and rescue team, a document confirming knowledge of a foreign language.

III. Qualification characteristics civil defense positions

Manager positions

Chief specialist in mobilization work of institutions of the Ministry of Emergency Situations of Russia

Job responsibilities. Manages activities for mobilization preparation of the institution of the Ministry of Emergency Situations of Russia (hereinafter referred to as the institution). If the company continues to operate during wartime, you are required to have a civil defense specialist on staff, for whom this work will be the main one. According to Art. 12 Federal Law dated 02.12.1998 No. 28-FZ “On Civil Defense” bodies that manage civil defense, including structural units (employees) of organizations authorized to solve problems in the field of civil defense, created (appointed) in the manner established Government of the Russian Federation.

The regulation on the creation (appointment) of structural units (employees) in organizations authorized to solve problems in the field of civil defense was approved by Decree of the Government of the Russian Federation of July 10, 1999 No. 782.

According to paragraphs. 2, 4-6 of the Regulations, structural units (employees) for civil defense are created (appointed) in organizations regardless of their organizational and legal form for the purpose of managing civil defense in these organizations. The number of employees in a structural unit for civil defense or individual civil defense employees as part of other divisions of the organization is determined based on paragraphs 6-8 of the Regulations on structural units (employees) of organizations authorized to solve problems in the field of civil defense, approved by the Order of the Ministry of Emergency Situations of Russia dated July 31. 2006 No. 440:

6. The number of employees in a structural unit or individual civil defense employees within other divisions of the organization (representative offices and branches) is determined according to the following standards:

1. In organizations that continue to operate during wartime:

3. Rights
